Site work, remodeling, renovation and addition to a military facility in Mechanicsburg, Pennsylvania. Completed plans call for the addition of a military facility.

This Design-Build project will design and construct Electric Vehicle Charging Stations at Building 404 and Building 411 in accordance with the Unified Facilities Guide Specification 11 11 37, ELECTRIC VEHICLE SUPPLY EQUIPMENT. Building 404 currently has (4) light duty vehicles, (1) medium duty vehicle, and (3) heavy-duty vehicles while Building 411 currently has (1) light duty and (2) medium duty vehicles. Electric Vehicle Charging Station (EVCS) will consist of Level 2 AC Chargers and DC Fast Chargers. The charging stations are to be ordered via a blanket purchase agreement (BPA) with the Government Service Administration (GSA) contract GS-30F-0029Y, BPA Number GS-30F-GA082 with Apollo SunGard Systems, Inc. and installed in accordance with manufacturer’s instructions. (See Attached for Instructions) In addition, each location identified must be capable of receiving a strong cellular network signal. The Reference Signal Receive Power (RSRP) must be -100dBm or better. (Note that these numbers are all negative, so -80 dBm is stronger than -100 dBm, and -120 dBm is weaker.) Use a cellular signal detection device (such as an OctopusTM or Snyper-LTE GraphyteTM (USA) by Siretta) to take signal strength readings at the exact proposed Gateway location. If the test tool is capable of measuring the RSRQ value, ensure the value is higher than -10. (Again, where this is measured in negative numbers, so that -9 is higher than -10). The contractor/DOR shall survey the proposed locations and verify in accordance with the manufacture requirements that the proposed site is viable and is capable of connecting to the network. For Bid purposes assume a valid site acceptable to connect to the cellular network is within 100’ of proposed sites. Also, in addition to the electrical design and construction this project includes a civil aspect which includes but is not limited to installing new bollards, new parking lot painting and signage, new curb, and excavation. The project will require all site and survey work, engineering, design, materials, equipment, labor, and commissioning required to provide new, complete and operational electric vehicle charging stations.
