Renovation of a municipal facility in Hillsboro, Oregon. Completed plans call for the renovation of a municipal facility.

1. Introduction 1.1. Summary Washington County is seeking bids for the replacement of HVAC equipment and controls in the Justice Services Building (JSB). The intent of this project is to replace all dry-side HVAC, VAV (Variable Air Volume) coil kits, 2 boilers, several pumps, the building controls system, install a new OSA (Outside Air) damper at the top floor of the mechanical shaft, re-configure the mechanical shaft to supply ventilation to each floor independently by installing 1 new AHU (Air Handling Unit) per floor, and demo existing wall-mounted under window terminal units including patching these wall areas to match the surroundings. Some of the pipe insulation and flooring contains small amounts of asbestos that will need to be abated prior to demo. Moving, furniture, and commissioning will be completed by County managed contracts. Background checks will be required for all contractors. 1.2. Background The Justice Services Building is a critical building for the County, containing department offices for the District Attorney and Community Corrections, as well as several courtrooms, transaction windows, and support staff for the State Courts. Given the different schedules and needs of each department there will be a high level of coordination required to execute this project. There will also be after-hours and weekend work required to complete this project in a timely manner while minimizing occupant disruption. 1.3. Confirmation that bidder will comply with the statement in the bid document regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage". The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. Washington County reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid by the Procurement Division. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to be registered will be sufficient cause to reject a bid as "non- responsive." Licensing per ORS 468A.720 (working with asbestos) is required for this project. Bidders must conform to the requirements of these bid documents and all related, applicable laws. Contractor will demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program. The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractor's Board list of contractors ineligible to receive public works contracts. Scope of work See drawings and specifications for full scope of work. Following is a summary of the scope. Disposal shall include recycling where possible. Demo of most building HVAC equipment including, but not limited to: All AHUs (Air Handling Units) Separate supply/return fans. All exhaust fans All VAVs (Variable Air Valves) All under-window terminal units 2 boilers 3 circulation pumps Building wide controls system Asbestos abatement will be required in some areas on all floors, including in under-window units, the mechanical shaft, and some pipe and duct insulation. The County has contracted for testing and confirmed the locations of asbestos. Vendor shall comply with all EPA and other regulatory requirements. Installation, including but not limited to, new: AHUs (one for each floor, supply/return for each) EFs (Exhaust Fans) VAVs (replacement of existing, and new VAVs in place of under-window units) 2 boilers 3 circulation pumps Building wide Distech DDC (Direct Digital Controls) system, including existing central plant equipment OSA (Outside Air) supply louver Supply registers Return air boots Patch walls to match existing where wall-units were removed. Test and balance each phase as completed, and full balance of entire building once project is complete. 4.3. Schedule Upon award, the awarded contractor must provide a schedule to the County to ensure a completion date of no later than 4/15/2026. After contractor submittal of schedule, the County and contractor will work together to establish a final schedule that takes into consideration construction and supply chain to minimize the time contractor is on-site. No construction work shall start, and County will not move any occupants out of the building, until all equipment has been delivered (onsite or at vendor warehouse) and is available for installation. Work will be broken into phases based on existing AHU configuration. One set of fans feeds floors zero and one, another set feeds floors two, three, a portion of floor four, and one set feeds the remainder of floor four. The County would like separation between each phase of at least 3 weeks to ensure all replaced systems are functioning as expected. More spacing between phasing is acceptable unless the substantial completion date will be impacted. Contractor shall complete each phase in less than 25 calendar days (excluding holidays). County will use 5 days per area to move in and out and commission new equipment. Different floors/departments have different requirements, that are as follows: Floors zero, three, and four will all be fully emptied for the duration of the work. Floor four will be executed in conjunction with floor three so work on adjacent floor doesn't impact Court operations. Floor one will be split in into two project areas so half of the transaction windows can remain open during each phase. Floor two will be split into either three or four project areas. Community Corrections Department requires continued access to the sally port for arrest purposes. Work on that area will allow for that based on day of communication and determined security protocols. Suggested phasing based on occupant department needs and requests is as follows: Phase One Project area one of floor one Phase Two Project area two of floor one Entire floor zero Phase Three Project area one of three or one of four (depending on how the project is broken down) of floor two Next phases Next one or two project areas of floor two Final Phase Final project area of floor two All of floor three All of floor four Last Date to Submit Questions : August 30, 2024, 5:00pm The County is open to changes in sequencing provided the new sequence meets all occupant needs. In the event Contractor fails to complete each phase's work within the time as herein mentioned, or in the extended time agreed upon, the County will pursue liquidated damages of $1,000 per day. 4.4. Unique Considerations County will require the following for work done during this project: Loud work (impact drivers/wrenches, concrete cutting, recip saws, etc.) may be required to take place after hours or when courts are not in session when working on 2nd floor. Work in public access areas will be completed after hours. These areas include, but are not limited to, lobby and waiting areas, public restrooms, and transaction window areas. Any occupied areas shall maintain any air supply and conditioning necessary to maintain occupancy. Contractor shall supply any temporary equipment necessary to meet these conditions. Central plant equipment to be transitioned to the new controls system in seasons when they are not in use (e.g., boilers in the summer, chiller in the winter). Contractor shall haul off all demolition debris and ensure each area is clean prior to reoccupation. A minimum of one contractor employee will be required to pass background checks and perform escorts of other workers as needed. General contractor and subcontractors shall be required to go through CJIS training prior to job start and obtain certification. Contractor to provide the County Contract Administrator with a completion and certification list of all staff prior to job start. Prevailing Wage will be required for this project. Security protocols during phases involving the second floor will be determined based on final phasing plan. Arrests may happen during construction, and Community Corrections/Sheriff's Officers will need access to the Sally Port. Contractor employee safety and security will also be considered. The County understands that any unexpected events that take place due to security or safety concerns may extend timeline for construction. Other work (lighting and flooring) will be completed during these project shutdowns by County or other County contractors. Contractor understands that other contractors will be working in the same area. County will coordinate with all contractors. Contractor to secure areas where work is being performed to prevent entry by unauthorized personnel into construction areas, as well as notices identifying all construction areas and personnel restrictions. Contractor shall attend 10-month warranty walk to identify work to be completed under warranty. 4.5. Site Access and Background Checks It is expected that this work will occur during all hours due to occupant and business requirements. The working hours may be flexible with coordination between contractor and the County. All contractors, subcontractors and their personnel that access the Justice Services Building may be required to have a Level 1 background check conforming to current Criminal Justice Information Systems (CJIS) Security Policy. For contractors that is CJIS Level 1. Each trade may be required to have an individual with a CJIS Level 2 clearance on-site to escort Level 1 contractor employees throughout the facility at all times. In the event that background checks are required, the Background Check Form must be completed and emailed to John Monroe at john_monroe@washingtoncountyor.gov no later than 20 business days after execution of contract. On the top right of the form, indicate by writing "Level 1" or "Level 2", to indicate which level of clearance this individual must have. Washington County will provide the background checks. Laydown area and contractor parking: Space is limited in this building. Some construction areas may be secure enough to store tools and equipment. A conex in the loading area (by the Central Plant entrance door) may also be possible with County permission. Contractor shall be held responsible for the security of equipment, tools, vehicles, etc. Loading and unloading may also be permitted in the loading area. Contractor parking will not be allowed in the loading area. Contractor shall provide laydown and parking area requirements to the Coutny, and identify possible areas that would suit those requirements. The County will work the vendor to accommodate. 4.6. Safety Contractor shall follow all applicable safety rules and requirements while working on-site. Site Specific Safety Plan - Contractor shall develop and provide a Site Specific Safety plan for this project prior to starting. Cranes - Contractor shall provide a pick plan at least 2 weeks prior to any crane work being done. All operator and rigger qualifications shall be included, as well as crane's most recent recertification documentation. Contractor shall coordinate any permitting or traffic control required for crane operations. Asbestos - Contractor shall abate any asbestos necessary to complete project scope. Contractor shall follow all regulatory guidelines and ensure personnel, occupant, and civilian safety during abatement. Contractor shall acquire all permits required for abatement. 4.7. Equity in Contracting Washington County encourages the use of minority-owned businesses, woman-owned businesses, service-disabled veterans owned businesses, and emerging small businesses, as defined under State law in ORS Chapter 200 and as certified by the Certification Office of Business Inclusion and Diversity (referred to here as COBID Certified Businesses) to the maximum extent practical. The aspirational goal for this project is a COBID and small local minority, women, disadvantaged and emerging small businesses utilization rate of 15 percent of the total value of any work performed with a workforce diversity minimum of 15% minority and 3% female. The General Contractor shall establish and maintain contact with all Subcontractors to monitor and coordinate efforts and to prevent problems from arising or solve those that have arisen, which may contribute toward unsuccessful performance by the affected Subcontractor(s). Information regarding such matters shall be submitted to the County.
