Site work for a water / sewer project in Jamestown, Colorado. Completed plans call for site work for a water / sewer project.

This Request for Documented Quotations (DQ) is issued by the State of Colorado, acting by and through the Department of Natural Resources, Division of Reclamation, Mining and Safety (DRMS). Enclosed is a brief description and bid schedule for the Black Rose Tank Removal Project. This project includes removing mining-related equipment and debris from the site. The proposed work includes sediment control; re-establishing half-mile (0.5 mile) of access road to the site; asbestos abatement and removal/disposal of a camp trailer; removal and disposal of six large steel tanks as well as other debris. A complete list of items to be removed is shown in ITEMS 5.0 and 6.0 of the Work Description. All items removed from the site will be disposed of in an authorized waste disposal or scrap metal facility. Because of the very steep grade of the road, removal work will be performed with an excavator and other track equipment. Truck access to the site will not be possible. Areas disturbed during construction will be revegetated. The Black Rose mine is located southwest of the Town of Jamestown, Colorado in Boulder County. The site is situated in an ephemeral drainage, Gillespie Gulch, which is a tributary to Little James Creek. The mine has been intermittently active since 1879. A mining permit was issued by the Division in 1979 and the permit was revoked several decades later. The mine was illegally reopened in 2008 by Merendon Mining creating most of the disturbance currently on site. The mine is currently inactive. The site contains a mining related equipment and debris including a camp trailer containing asbestos. Access to the site is from Gold Lake Ranch located near the town of Ward. Gold Lake Ranch is located off Gold Lake Road, 3.1 miles from the Peak to Peak Highway (State Highway 72). From Gold Lake Ranch, the site is accessed by 3.3 miles of unimproved USFS roads (FR 331). The final.one half mile of road to the site is currently impassible. This portion of the road was destroyed by the 2013 flood and contains gullies over 5 feet deep with numerous downed trees and other obstacles. The grade of the road exceeds 20 percent in some areas. Service-Disabled Veteran Owned Small Businesses may receive a 5% preference on their bid. A Performance and Payment bond is required if the amount bid is $150,000.00 or greater. The Contractor shall furnish a labor and material payment bond for 100 percent of the original contract price and a performance bond for 100 percent of the original amount of the Contract. The bonds are required by State Law, Title 24-105, 202- 203, C.R.S., as amended.
