The Town of Greenwich Purchasing Department, on behalf of the Department of Public Works, is seeking proposals from qualified consulting firms who have experience with transportation planning, engineering, safety analyses, and multimodal concerns to produce a comprehensive Transportation Safety Action Plan. The Town of Greenwich intends to create a comprehensive Transportation Safety Action Plan using grant funds awarded through the USDOT's SS4A program. The goal of the project is to identify, prioritize, and create a plan for addressing the most serious transportation safety needs in Town. Consultants must be experienced in transportation planning (including cars, transit, and active transportation) and in conducting roadway safety analyses. Consultant must be well versed in safe roadway design principles and should be familiar with the SS4A program, the Safe Systems Approach, Complete Streets design, and similar concepts. Consistent with the goals of the SS4A program writ large, the primary goal of the Town's Plan is to address the underlying causes of fatalities and serious injuries on our roadways. In addition, many residents and visitors of Greenwich have expressed to Town staff that they do not feel safe moving around their neighborhoods, whether it be because of patterns of documented crashes or near misses; the Plan is intended to create a roadmap towards a transportation system where all users, no matter which mode they choose, feel safe getting around Town. The Town desires to commence work on the Plan by the end of the year (12/31/2024) with a targeted goal of completion in July 2026 and adoption by the Town's Legal Traffic Authority by the end of 2026. Respondents shall reply to this Request for Proposals (RFP) by submitting a written proposal and completing the attached reply sheets. Respondents shall indicate all required information in their proposal. The DBE sub consultant goal is set at 0 of the original agreement value. Proposals transmitted by fax or email will not be accepted or reviewed. Proposals which are received after the due date and time will not be considered. Each submittal must be sealed to provide confidentiality of the information prior to the submission date and time. The Town will not be responsible for premature opening of proposals not properly labeled. The Town of Greenwich reserves the right to amend this RFP by an addendum. It is the responsibility of the Respondent to check the Town's website for addenda; the Town will not provide notification. Please be patient as it may take some time to download. If revisions are of such a magnitude to warrant, in the Town's opinion, the postponement of the date for receipt of proposals, an addendum will be issued announcing the new date. All responses to the RFP must conform to the instructions. Failure to provide the required number of copies, to meet deadlines, answer all questions, follow the required format, or failure to comply with any other requirements of the RFP may be considered an appropriate cause for rejection of the response. The following format requirements are designed to solicit information critical to the Town's and City's evaluation of the respondent's capabilities. The responses in this section will be a critical component in the evaluation. The proposal will remain in effect for a minimum of ninety (90) days from the deadline for submission of the proposal or until it is formally withdrawn, a contract is executed, this RFP is canceled, or whichever occurs first. The Town of Greenwich is interested in engaging a qualified professional(s) to create a townwide comprehensive Transportation Safety Action Plan per the Scope of Services enumerated below. The study area for the plan will encompass all public roads in the Town of Greenwich except Interstate 95 and the Merritt Parkway (Route 15); however, intersections between public roads and freeway entrance/exit ramps shall be considered to be within the study area. 1. Review all traffic data provided by the Town. 2. Review all public input related to transportation safety collected and provided by the Town. 3. Collect additional traffic data as necessary, including but not limited to vehicular volume and speed counts, pedestrian and bicycle counts, physical roadway characteristics, sight distance measurements, information regarding existing signage and markings, and crash data from UCONN and the Greenwich Police Department. 4. Analyze and evaluate all data to identify highest-risk corridors, intersections, and critical infrastructure needs. A method of ranking all locations according to the available criteria shall be developed. 5. Develop a toolbox of measures (short term and long term) that the Town can use to improve transportation safety for all modes of transportation using Complete Streets principles. The toolbox should consider all functional classes of roads except freeways (I95 and Route 15 are not included in the project scope). 6. Analyze the highest-risk locations in depth and prepare conceptual site plans to address the risk factors, drawing from the toolkit of safety measures developed for the Plan. 7. Identify potential projects or initiatives that may be good candidates for future funding requests or grant applications. 8. Review existing Town policies and identify opportunities for changes that adhere to current Federal/State standards and engineering best practices. 9. Participate in public outreach (at least two public meetings are assumed, one after draft plan completion and one after final plan completion). The Town of Greenwich Department of Public Works will provide the following, as necessary: 1. GIS mapping information. 2. Any available land surveys of the study area. 3. Any available traffic data for the study area collected within the last 12 months. 4. Traffic signal plans and timings. 5. Detailed crash reports from the Greenwich Police Department if needed after review of UCONN crash data by the consultant. The method of Contractor Selection has not been Determined at this time.
