The Parkway Creek parallels Parkway Trail, and it is severely degraded. The erosion is undermining the trail in a number of locations and is threatening damage to sanitary sewers (which could result in subsequent effluent release). Answers to bidder questions will be posted between 08/19 and 08/21 prevailing wages and bond requirements may apply. 1. Respondents must read all solicitation documents prior to submitting bids. 2. The City reserves the right to reject any or all bids and reserves the right to waive irregularities. 8. The City will not be responsible for any costs associated with the preparation, submittal or presentation of any bids. 9. A "Agreement" found in this solicitation is for information only and should not be signed prior to notice of award. Proposers must read and prepare to sign the agreement if awarded this contract. 10. The City requires submission via upload to PennBid.net as part of the documentation process for this IFB. 11. The City will not agree to indemnify any vendors. Bids that require indemnification will be deemed non-responsive. 12. Prevailing Wage Rates or Davis Bacon Rates may apply to some jobs. 13. The City reserves the right to award and/or contract with one or multiple contractors. 14. Incomplete bid submissions are not automatically disqualified. The City of Harrisburg Department of Facilities is seeking qualified contractors to restore portions of Parkway Creek along the Paxtang Parkway portion of the Capital Area Greenbelt. The project area is located in Penbrook Borough and Susquehanna Township. The overall Parkway Creek Watershed Plan Restoration includes Reaches A through M and is being constructed in a series of phases. The reaches that are part of this bid (Parkway Creek Restoration Phase 2) include Reaches A, B, E and F-1 (see SOW Attachment A), a total length of 1,660 linear feet. The Parkway Creek parallels Parkway Trail, and it is severely degraded. The Creek has been, and continues to be, ravaged by the intensification of storms resulting from changing climate, sedimentation and by the impacts of the hardened urban landscape surrounding the project site. Some sections are scarred by erosion and collapsing stream banks. The erosion is undermining the trail in a number of locations and is threatening damage to sanitary sewers (which could result in subsequent effluent release). Parkway Creek is a tributary to Spring Creek which, despite being wholly within an urbanized area, is a cold, spring-fed stream which contains a reproducing trout population. Please note that there is a construction black-out period from October 1 through December 31 when in-stream construction is prohibited to protect the fish during their spawning period. Parkway Creek Restoration, Phase 2 is urgent, and the scope of work addresses the following objectives: 1. Stream health and stability will be restored. 2. Pollution will be prevented by avoiding the discharge of sewage into the stream. 3. Coordinated stream and future trail construction contracts will allow beneficial environmental and economic project stewardship. 4. Stability, health, beauty and improved wildlife habitat will be restored to the corridor. Improvements encompassed within the scope of this project include the following. o Site grading (including stream channel grading and floodplain reconnection) o Installation of the following in-stream structures: o 8 Cross Rock Vanes o 5 Rock Steps o 3 segments of Vegetated Rip Rap (totaling 1,530 SF) o 2 segments Soil Lifts with Toe Wood (totaling 86 LF) o 2 segments of Soil Lifts with Rock Toe (totaling 240 LF) 2 segments of Engineered Riffles (totaling 371 SF) o 2 segments of Sanitary Sewer Encasement (totaling 82 LF and 10 CY of Class A 3500 PSI Concrete) Bid Bond The successful proposer shall be required to furnish performance security in the form of a bond or irrevocable letter of credit in an amount equal to ten percent (10%) of the contract price. Such security shall be provided with the bid submission. Payment Bond The successful proposer shall be required to furnish performance security in the form of a bond or irrevocable letter of credit in an amount equal to 100% of the contract price. Such security shall be provided within twenty (20) days after the contract has been awarded. Failure to furnish the security within the required time period shall void the award. Performance Bonds The successful proposer shall be required to furnish performance security in the form of a bond or irrevocable letter of credit in an amount equal to 100% of the contract price. Such security shall be provided within twenty (20) days after the contract has been awarded. Failure to furnish the security within the required time period shall void the award.
