The City of Port Arthur is seeking a qualified professional architectural, engineering and urban design firm to prepare the construction documents and provide construction management for the Rose Hill Park Project. The City of Port Arthur recognizes the importance of planning as a means of improving recreation opportunities for all its residents and visitors. As a result, a Rose Hill Parks Master Plan was adopted by City Council in April 2024. This Master Plan identified existing recreation facilities and amenities, updates to the park including upgrading all facilities aimed at meeting the current and future community needs while utilizing the land available for development in addition to cohesively integrating stormwater mitigation. Rose Hill Park is located at 200 Woodworth Boulevard. It is one of the entrances to the City of Port Arthur's downtown area and one of the most visited parks in the City. It is the vision of the Parks and Recreation Department to make Rose Hill Park a premier state of the art park in the City.
