The purpose of this Request for Proposals ("RFP") is to obtain a qualified consultant or consultant team to conduct an intensive-level survey of approximately twelve (12) or fourteen (14) sites in Baltimore City related to the African American civil rights movement, resulting in the production of new or expanded Maryland Inventory of Historic Properties (Architecture) forms (collectively, "MIHP form"). The Maryland Historical Trust received a National Park Service (NPS) FFY22 African American Civil Rights Grant (the AACR Grant") which will fund the Project. The Offeror must provide the following consulting services (collectively, the "Services"): 1. Produce a research design in accordance with Chapter 3 of the Standards and Guidelines for Architectural and Historical Investigations in Maryland (2019). The research design must also include the identified audience; a clear plan for outreach, community involvement, and dissemination; and the number of oral interviews, with sample questions, a sample release form, and storage location of the oral histories. 2. Complete research on the African American civil rights movement in Baltimore, including through archival research and oral histories/community contribution in accordance with the research design as approved by NPS and MHT. The National Register Multiple Property Submission "Civil Rights in Baltimore, Maryland, 1831-1976" should be used as a source of information. 3. Provide approximately twelve (12) to fourteen (14) Maryland Inventory of Historic Properties (MIHP) Forms prepared at the intensive level survey documentation, in accordance with the above-referenced Standards and Guidelines. The MIHP Forms will add new sites to the MIHP or update and expand existing MIHP site documentation. All MIHP Forms will include, as supporting documentation: a capsule summary, current photographs, chain of title, and two copies of the USGS map showing the location of the property - one at 1:12,000 scale and one at 1:24,000 scale.
