Renovation of a municipal facility in Hartford, Connecticut. Completed plans call for the renovation of a 350,000-square-foot municipal facility.

The project is located at 100 Leibert Road, Hartford, CT. The project scope will include but not be limited to the partial roof replacement of the CT transit Hartford Building (230,000 square feet (sf) of the 350,000 sf building). The existing rooftop heating ventilation and air conditioning (HVAC) mechanical equipment is to be replaced and skylights removed. Possible extensive structural repairs are required to the roof. The facility supports 24/7 operations and will therefore require careful staging and temporary space for critical administrative functions. The Administrative office section of the building is to be renovated as well with new windows, insulation, HVAC, etc. as needed. More specifically, the work consists of: Structural - Portions of the existing roof structure shall be replaced based on existing conditions. Replacement shall meet industry safety margins. HVAC - New systems including heating, ventilation, air conditioning, control systems, circulating pumps, and exhaust will be required to satisfy facility needs. Design regions will include the administration area, bus storage and maintenance areas. All areas within the building systems shall be designed to comply with all applicable regulations, local and State codes. Electrical - Existing electrical distribution equipment, wiring, conduit, and supports shall be replaced consistent with applicable building codes. Electrical upgrades will be required to support mechanical equipment replacement as well as installation of new charging infrastructure for Battery Electric Buses. Architecture - Existing skylights shall be removed as part of the roof replacement work. Further, all safety requirements related to the purpose and function of this facility, including fall protection, shall be installed. Fire Protection - Sprinkler system improvements and modifications shall be required. Plumbing - Portions of the existing roof drainage system shall be repaired. Phasing - Construction phasing that minimizes impacts to the occupants and related operations for the existing facility shall be employed. Coordination with stakeholders is required. CTDOT reserves the right to award subsequent phases of an assignment to other qualified teams. All inquiries regarding the RFQ shall be in accordance with the method identified in said document. Questions must be submitted, and responses will be posted via the Bid Express service at www.bidexpress.com from within each solicitation. Submitted questions should not be assumed to be confidential. The RFQ process focuses on qualifications, not technical issues; therefore, RFIs should not include Proposer strategies or approaches. Questions of this nature can be addressed during Step-2 of the procurement process.
