Questions Due Date: Sep 4th 2024, 3:00 PM EDT All questions shall be submitted to online The scope of work generally includes traffic signal improvements i.e., traffic signal controller assemblies, traffic signal vehicular signals, pedestrian signals, signal cabling, controller timing adjustments, and other construction elements associated with traffic signals. The bid will be for furnishing all labor, materials, supervision, and services associated with the West Reading Borough Traffic Signals Upgrade Project. Bids will have a tentative award date of October 15, 2024 The work indicated will be at a minimum, partially funded via Green Light-Go (GLG) grants from the Pennsylvania Department of Transportation, and Commonwealth of Pennsylvania acting through the Commonwealth Financing Authority. The bidding process, contract, and conduct of the work must meet the requirements of the GLG grant agreements, which has been entered into by West Reading Borough, and the Commonwealth of Pennsylvania. The agreements obligate West Reading Borough to certain compliance requirements. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. Each bid shall be accompanied by a bidder's bond, certified check or cashier's check, in favor of West Reading Borough in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by West Reading Borough. There is no pre-bid meeting scheduled for this project advertisement. All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent (0%) requirement for DBE participation. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however West Reading Borough Council reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. In accordance with Section 952 and as follows: Provide two side shelves in the 18 cabinet extension to house the UPS batteries. Reinstall existing Emergency Vehicle Preemption equipment and vehicle detection equipment from the existing controller cabinet as per the manufacturer and as indicated on the plans. Pull back the existing signal cables from the existing controller cabinet to the junction box. Feed these existing signal cables into the new conduits to the new controller assembly. Reconnect all cables to the appropriate terminals in the cabinet. In accordance with Section 952 and as follows: Provide two side shelves in the 18 cabinet extension to house the UPS batteries. Reinstall existing controller unit from the existing controller cabinet as per the manufacturer and as indicated on the plans. Reinstall existing Emergency Vehicle Preemption equipment and vehicle detection equipment from the existing controller cabinet as per the manufacturer and as indicated on the plans. Pull back the existing signal cables from the existing controller cabinet to the junction box. Feed these existing signal cables into the new conduits to the new controller assembly. Connect all necessary cables to the controller unit. Program the controller unit for the operation indicated on the plans.
