The City of Pembroke Pines (City) is seeking qualified recipients, hereinafter referred to as the Contractor, to provide an all-inclusive SCADA package to integrate into the City's existing VTSCADA system, that includes engineering, design, integration and installation of a radio or cellular SCADA system, or a combination of these options, to monitor and/or control, the operations of the City's wastewater collections system lift (pump) stations. All costs for the proposed SCADA system must be included and all initial and/or re-occurring charges and fees must be stated. The City desires to replace existing RTU's at all 198 stations in annual phases, contingent on approved funding, starting with the 20 stations identified herein and completing the remaining stations within two years after that. Operator training and O&M manuals shall also be provided. The SCADA system shall provide the ability to share collected data with any authorized workstation that has connectivity to the SCADA system server. o The City wishes to consider the option of including water system pressure monitoring functionality so that water system pressure at each lift station may be monitored. o The City desires to replace existing RTU's at all 198 stations in annual phases, contingent on approved funding, starting with the 20 stations identified herein in the first year and completing the remaining stations within two years after that. The 20 initial stations are highlighted in yellow in Attachment A: Lift Station Locations o The new SCADA system shall be installed in parallel with the existing system(s), permitting the existing system(s) to continue operating for the stations where the new SCADA system has not yet been installed. The use of existing instruments, enclosures or other devices shall be described in the Contractor's proposal. Both the new and existing systems shall operate concurrently until all the stations have been upgraded. o Communications methods and paths may be variable based on the requirements of the site. The proposed system will provide for FCC licensed radio or cellular communications. o All lift station modems shall be replaced. o For any of the above modes of communications, the Contractor shall describe the communications architecture. For radio communication a summary of the radio communications path from master radio to each remote radio is required. o It is the intent of the City to have one company held responsible for all design, engineeringintegration, installation, and continued service of the proposed SCADA system. The respondent to this RFP must state if they anticipate using others ("outside contractors") that are not directly employed by the respondent. If so, the respondent shall include the company names, and contact information of all such entities and the function and/or service that they will provide regarding this project. In any event, with or without the use of outside contractors, the respondent, if awarded this project, shall be the sole entity responsible for all work performed, all warranties issued, and all follow up and/or continued services provided.
