Boone County Fiscal Court requests bids from qualified vendors to perform the services associated with the Boone County Ryle Road Paving. This project is for the milling and paving of Ryle Road from KY 338 to River Bluff Drive in Boone County, KY, including all labor, materials, and equipment necessary to complete the project. Each bidder is required to submit with their bid, a bid bond in the amount of five percent (5%) of the base bid, or certified check equal in amount to five percent (5%) of the base bid. The bidder to whom the contract is awarded will be required to furnish a surety bond in an amount equal to one hundred percent (100%) of the contract amount. The Boone County Fiscal Court is an Equal Opportunity Employer. WBE/MBE firms are encouraged to respond to this Invitation to Bid. For each calendar day that the contractor fails to complete the work after the final completion date, the County will deduct $250/day from any money due the contractor; not as a penalty, but as agreed liquidated damages. The County will deduct daily charges as agreed liquidated damages for each calendar day without regard to inclement weather or the temperature limitations in the Contract, except that the County will not deduct liquidated damages when the specified seasonal or temperature limitations prohibit the contractor from performing work. Because the prosecution of work in connection with the construction of road projects will inconvenience the public, obstruct traffic, and interfere with business, complete the work as quickly as practical. Also, the County's costs for the administration of the Contract, including inspection, engineering, supervision, and maintaining detours, increases with the time that the contractor takes to execute the work. When the County allows the contractor to continue and to finish the project beyond the Contract time, such permission does not operate as a waiver by the County of any of its rights under the Contract. Any verbal communications will not be considered. All questions received by the due date will be logged, and reviewed, and if required, a response will be provided via an addendum to the bid package that will be posted on the County's procurement portal. Any communications, whether written or verbal, with any County elected official or County staff with regards to project details and scope prior to award of a contract is strictly prohibited and the bidder shall be disqualified from consideration. Bids must be submitted electronically. Late, hand delivered (paper), emailed or facsimile bids will not be accepted. Bids will be opened online at the time listed above. This work shall consist of improving the profile and cross section on the attached list of streets. The streets are constructed of either concrete, asphalt, or concrete overlaid with asphalt. The Contractor's scope of work shall include all labor, materials, equipment and incidentals to complete the paving and milling operation including but not limited to: a) All flagmen, trucking, disposal of the cuttings and cleaning of the milled surface. b) Adjusting any structures within the paving area including manholes, drainage structures and valve boxes. c) Any temporary traffic control devices or pavement markings (per current MUTCD). d) The contractor shall be responsible to obey structure weight limits and preserve integrity of all structures.
