City of Sterling Wastewater System Improvements Project Bid Package 300 Materials Testing, Inspection and Observation Request for Proposal The City of Sterling (City) is inviting you to propose providing quality assurance services for the upcoming City of Sterling Wastewater System Improvement project. his proposal is for providing the City of Sterling with quality assurance services required to be performed by the Owner as identified in the project specifications. The Owner or its Engineer shall confirm and direct the services to be performed on behalf of the Owner. The Contractor may require other quality control services beyond what will be provided by the Owner. These quality control services shall not be included as a part of this proposal. In the proposal, please separate the work into sections as follows: - Section I Qualifications and certifications of the firm(s) to provide testing, inspection and observation services. - Section II All testing, observation, inspection and special inspection work associated with Bid Package No. 300. Provide in itemized tabular format. The City will provide part-time observation including some of the required special inspections. The following special inspections will be provided by the City and/or the Engineer and shall not be included the proposal: 1. Specification Section 01 45 33: a. Form B: Verification and Inspection of Soils: Item 2 b. Form D: Verification and Inspection of Concrete Construction: Items 1, 2, 6, 12 c. Form G: Verification and Inspection of Steel Construction: Items 1, 2a, 2b, 3 - Section III Provide total costs for 40 hours of Office Services for responding to questions, reviewing alternatives and responding to requests for information. - Section IV Schedule of standard costs per additional test, standard hourly rate for travel, observation and Office Services. - Section V Any additional information you feel is relevant to the project. In Section II, provide a list of tests, inspections and observations. Include the type and number of each test, inspections and observations anticipated, cost per test, anticipated number of site visits and other data necessary to determine the total cost per test, inspection or observation. Note that the City does not warrant or in any way guarantee the total quantity of tests, inspections and observations to be performed for the project. For each site visit and observation, a daily report shall be prepared. Field tests, laboratory tests, sample results, observations and daily reports shall be submitted electronically to the Owner, Engineer, Contractor and applicable subcontractor. Contracting for the work will be with the City of Sterling, on a time and materials not-to-exceed basis. If a contract is awarded, the City will award the contract to the firm whose proposal is in the best interests of the project. Removal of portions of the work, or reductions or additions in the quantity of work may occur. The City reserves the right to reject any and all proposals, including without limitation, nonconforming, non-responsive, unbalanced, or conditional proposals. The notice to proceed is anticipated to be issued on or about September 3, 2024
