Site work for a water / sewer project in New Kensington, Pennsylvania. Completed plans call for site work for a water / sewer project.

Lincoln Boulevard Cross Drain Replacement - The work involves replacing an existing 36" diameter cross drain along Lincoln Boulevard with a new 48" diameter HDPE cross drain. The work also includes the installation of a precast concrete headwall, riprap and other appurtenances. Project Location: Lincoln Boulevard, Upper Burrell Township, Westmoreland County, PA. Both Contracts Numbered 24-4 and 24-7 are funded in whole or part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. Labor Compliance is mandatory. Notice is also hereby given that Contract Number 24-4 is regulated under Executive Order 11246 Equal Employment Opportunity and related contract specifications apply. Regulations can be found at: online Contractors should give the best effort to solicit proposals from Minority, Women and Section 3 Business Enterprises for potential subcontractors. Contract Number 24-7 requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138 and 12432 and EPA Regulations at 40 CFR Part 30, et al., through the detailed documentation of solicitation of Disadvantaged Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services and supplies by including state qualified small businesses and minority and women-owned business enterprises in the bidding process. The Bid Proposals must be a paper copy, with an original signature, submitted in an envelope, along with the original bid security. Each proposal shall be accompanied by a Certified Check or a Bid Bond in the amount of 10 percent of the bid amount, payable to Upper Burrell Township. The Township reserves the right to reject any or all proposals and to waive any informalities. No bid may be withdrawn for a period of one hundred twenty (120) days after the scheduled closing time for the receipt of bids. MBE (6.3%), WBE (6.9%)
