The Port of Houston Authority is seeking a consultant or consulting team to perform construction materials testing ("CMT") services during a project for construction of Container Yard 1 South, Phase 1 at Bayport Container Terminal. The Construction of Container Yard 1 South - Phase 1 project consists of roughly 6 acres of 18" roller compacted concrete and jointed reinforced concrete, and associated subgrade. Access to the site is from Port Road, turn north onto Cruise Terminal Road, entrance to sight ion on the Northwest side of the road. A site map is attached as Exhibit No. 1. Port Houston maintains a strict policy to avoid potential conflicts of interest regarding that may exist from the presence of conflicting roles that might bias a contractor's judgment or from an unfair competitive advantage. Any entity (including its subsidiaries and affiliates) that previously participated in any part of the project's design is excluded from performing for that same project or resulting projects, whether as a prime consultant/contractor or as a sub-consultant/subcontractor to the prime consultant/contractor: (a) material testing and (b) any construction resulting from the design work. Exceptions may be made only in the event that the Port Authority makes a determination that no such conflicts exist and provides express approval for the performance of material testing or construction work. Any such determination and approval shall be in the sole and absolute discretion of the Port Authority. All work will be on an "on-call" basis as directed by Port Houston construction inspectors. Based on consideration of the responses to this RFQ, the Port Authority or its Port Commission may either: (1) select one or more firms with which to contract for CMT services; or (2) pre-qualify companies eligible to be selected for an engagement for CMT services on certain Port Authority projects. As set forth in Section 10.18 of the sample contract (Exhibit No. 2), any Respondent that enters into a contract with the Port Authority shall comply with (and cause its employees, subcontractors, agents, and other workforce to comply with) all applicable federal, state, local, and Port Authority security rules and regulations and all applicable training and licensing requirements, including, without limitation, the facility access regulations set from time to time by the Port Authority, all applicable rules and regulations of the Transportation Worker Identification Credential ("TWIC") Program, and all requirements pertaining to the protection of "Sensitive Security Information" as set forth in 49 CFR 1520. Please include the solicitation number and the following title in the subject line: "CONSTRUCTION MATERIAL TESTING SERVICES DURING CONSTRUCTION OF CONTAINER YARD 1 SOUTH - PHASE 1 AT BAYPORT CONTAINER TERMINAL." No pre-proposal meeting or site visits are scheduled. SCOPE OF SERVICES :A. The CMT Consultant will be a prime entity contracting directly with the Port Authority and may sub-contract a portion of the testing services to other qualified consultants as part of its team to support the project requirements. The CMT Consultant and any sub-consultant laboratories shall be accredited by the American Association for Laboratory Accreditation (A2LA) to perform the testing pertinent to the project referenced above. The CMT Consultant and all sub-consultants will use experienced technicians who are certified by an appropriate agency to perform all required field and laboratory tests. B. The CMT Consultant shall establish and enforce quality control policies to ensure the effectiveness and representativeness of the testing program. C. The CMT shall perform and document calibration of all testing equipment and maintain laboratory facilities used for storage, preparation and curing of samples and test specimens, and testing in conformance with standards required for accredited operation. D. Review contractor's submittals on source materials and mix designs for Portland cement concrete for compliance with specifications. E. Perform straightedge testing of finished base surfaces as required. F. Perform required conformance testing according to the specifications or as otherwise directed by Port Authority construction managers and inspectors. Conformance testing will vary depending on the components of construction but may include the following: 1. Properties of constituent materials for Portland cement concrete, including gradation, alkalinity, hardness, and durability of aggregates. 2. Properties of placed concrete, including slump, air content, and strength parameters. Including structural concrete testing by cubes or cylinders. 3. Gradation, plasticity, and compaction characteristics of natural and stabilized soils and rock.4. Strength and elongation of reinforcing steel. 5. Other tests and observations associated with heavy construction. G. The CMT Consultant will perform the laboratory tests and oversee the use of the resulting moisture-density relationships (Proctor curves) for soils to be compacted under pavements. H. Perform additional quality assurance tests along with those performed during scheduled conformance testing, compile and compare these results, and conduct evaluates for the following purposes: 1. Routinely and separately double check and compare results to confirm compliance with the specifications. 2. Identify variations in testing methods and results between technicians or between those of any subcontract laboratory. 3. Assess and validate the adequacy of the testing methods and frequencies or to identify errors and deficiencies. 4. Conclude compliance or non-compliance in cases where results may be disputed by the Contractor. Each respondent is urged to comply fully with this instruction so that proper identification of submittals will be assured. The Port Authority reserves the right to reject any or all proposals. In case of ambiguity or lack of clearness in any proposal, the Port Authority reserves the right to consider the most advantageous construction of, or to reject, the proposal Questions regarding the submittal procedures should be directed to Procurement Services at procurement@porthouston.com.
