The scope of the project consists of the entire replacement of the HVAC system for the City Hall / City Hall Annex buildings located at 234 S. Main Street, Kendallville, Indiana. The work to be performed and the proposals to be submitted, included any and all separate and combination proposals, shall include sufficient and proper sums for all General Construction, Installation, Labor, Materials, Tools, Equipment, Taxes (both Federal and State), Permits, Licenses, Insurance, Service Costs, and so forth, incident to and required for the construction of the project. The Bid Form and Form No. 96 furnished to Bidders shall be properly and completely executed and must be accompanied with an executed non-collusion affidavit including financial and qualification statement and a Bid Security in the form of a Certified Check or acceptable Bidder's Bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the highest aggregate proposal, which check or bond will be held by the Owner as evidence that the Bidder will, if awarded a contract or contracts, enter into the same with the Owner within fifteen (15) days of notification. No bids shall be withdrawn after the opening of the bids without consent of the Owner for a period of thirty (30) days after the scheduled time of receiving the bids. The contract will be awarded to the lowest responsible and responsive bidder within thirty (30) days following bid opening, or all bids will be rejected. The bond must be in full force and effect for a period of twelve (12) months from the date of written acceptance of and final payment for the work. The Board of Public Works and Safety reserves the right to reject any or all bids and to waive any informalities in bidding, to award certain portions of the work or to make such combinations of bids as may seem desirable.
