Site work for a mixed-use development in Princeton, New Jersey. Conceptual plans call for site work for a playground / park / athletic field.

PURPOSE The Municipality of Princeton is seeking proposals from qualified engineering and landscape architecture firms to update a park master concept plan and prepare phased, construction-ready plans and specifications for the Community Park South Reconstruction Project. Required Information - Proposals must include: a. A description of the firm or company submitting a proposal. b. Names and roles of the individuals who will perform the services/tasks and descriptions of their experience with projects like the services contained herein including their education, degrees, and certifications. c. References and project descriptions for similar projects. d. Description of the Consultant's tasks to achieve the municipality's purpose and scope of work. Include any additional work tasks and subconsultant investigations that the Consultant deems necessary to satisfy the project purpose. e. Description of ability to provide the services in a timely fashion (including staffing, familiarity, and location of key staff). f. Cost details, including the hourly rates of each of the individuals and subconsultants who will perform services, time estimates for each individual, all expenses, and total cost of "not to exceed" amount. Required Forms and Documents - The following documents and forms are required to be submitted with each proposal. Blank forms are provided in this RFP package. a. Disclosure of Investment Activities in Iran b. Certification of Non-Involvement in Prohibited Activities in Russia & Belarus c. Acknowledgement of Insurance Requirements d. Statement of Ownership Disclosure e. New Jersey Business Registration Certificate pursuant to N.J.S.A. 52:32-44 f. Evidence of Affirmative Action Compliance pursuant to N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1.1 et seq. Withdrawal of Submissions - Submissions forwarded to Princeton before the submission deadline may be withdrawn upon written application of the professional services entity who shall be required to produce evidence showing that they are, or they represent the principal or principals involved in the submission. Submission may not be withdrawn within twenty-four (24) hours of the stipulated time of opening of submissions. Once submissions have been opened, they must remain firm for a period of sixty (60) days. Interpretations of documents, Questions - Any requests for interpretations, clarifications, or questions regarding the proposal shall be made in writing via email to Deanna Stockton, Municipal Engineer, engineering@princetonnj.gov by August 23, 2024, at 5:00 p.m. prevailing time. Questions or requests for interpretation received after the above date and time will not be considered. Oral and other interpretations or clarifications will be without legal effect. Submission Review - More than one submission from an individual, a firm or partnership, a corporation or association of principals under the same or different names shall not be considered. Princeton may waive any informality or reject any and/or all submissions which in Princeton's judgment services its best interests. Submissions which are obviously unbalanced may be rejected at the option of Princeton. Princeton reserves the right to reject any and all submissions in whole or in part if not in compliance with these requirements. Award - Princeton shall award a contract or reject all submissions no later than sixty (60) days from the deadline for submissions, except that the submissions of any professional services entities who consent thereto may, at the request of Princeton, be held for consideration for such longer period as may be agreed. Princeton intends to choose a Consultant whose proposal is most advantageous, price and other factors considered. The evaluation will consider the qualifications, knowledge, and experience of the individuals who will perform the services/tasks and the amounts of their respective participation, the ability to perform the services/tasks in a timely fashion, including staffing and familiarity with the subject matter, cost, and other factors if demonstrated to be in the best interest of Princeton. The term of a professional services agreement shall be twelve months from the date of execution of the contract. 3. SCOPE OF WORK Community Park South is a 26-acre active recreation park, centrally located within the municipality of Princeton and within walking distance to various neighborhoods. The park is used primarily for youth club soccer, a local tennis program for all ages, large and small dog activity areas, youth baseball and softball, pickleball, as well as social gatherings at the pavilion and walking. The park is bounded by US Route 206 on the north and west sides, the Community Park Municipal Pool and Community Park Elementary School on the east side and the historic Witherspoon-Jackson neighborhood on the south side. Exhibit 1 provides an overview of the area according to NJ Geoweb. There is a tributary to a Category 1 waterway on the opposite side of US Route 206 from the park. NJ Geoweb indicates that there are wetlands in existence at the park, but it is a maintained active recreation field for softball and the dog park. Historically, a stream existed on the site and was filled in over fifty years ago according to historic aerials. As a result, Princeton routinely has sinkholes that appear in the area that was shown as a wetland on NJ Geoweb. The successful consultant shall include geotechnical services in order to alleviate the sinkhole situations on-site.
