The project consists of the deployment of 30 prefabricated concrete polyhedral artificial reef modules (“polyhedral modules”) at thirty specified locations in one (1) artificial reef permit area, Large Area Artificial Reef Site (LAARS) B, offshore of Bay County in the Gulf of Mexico. Prefabricated modules must weigh a minimum of 4,000 pounds and must have a minimum height of 15- feet, but not to exceed twenty-five feet. A Bid Bond, in the amount of 5% of the proposed base bid contract amount, shall accompany each bid. A scanned copy may be submitted with the e-bid. The successful bidder’s security will be retained until the contract has been signed and the bidder has furnished the required Public Construction Bonds. The County reserves the right to retain the security of the next bidder until the selected bidder enters into contract or until 90 days after bid opening, whichever is shorter. All other bid security will be returned as soon as practicable. In accordance with section 2-113 of the Bay County Code, the County reserves the right to: a. reject any or all Proposals received; b. select and award any portion of any or all Proposal items; c. waive minor informalities and irregularities in the Respondent’s Proposal. A Proposal may be rejected if it is non-responsive or does not conform to the requirements and instructions in this RFP.
