City of East St. Louis is accepting separate sealed BIDS for MARYBELLE AVE. (71ST STREET TOGOELZ DR.) RECONSTRUCTION, EAST ST. LOUIS, ILLINOIS. Description of Work: Concrete pavement milling and fulldepth pavement removal. Pavement patching is a part of this contract. Contractor shall sawcut pavement 1-foot in front of curb to accept the 4-inch asphalt overlay. Area reflective crack control will be placed prior to an asphalt overlay. Pavement joints shall be removed and replaced as indicated on the plans. Contractor shall remove pavement to accept the proposed pavement cross-sections. Contractor shall replace the full-depth removed pavement with a composite pavement consisting of 8-inches of concrete base course and 2-inches of asphalt base and 2-inches of asphalt surface course. The existing pavement core report is attached to this RFB. Additional work included removal & replacement of existing sidewalks, curbs & gutters, curbs, and alleys. Tree removal is a part of this contract. Contractor shall perform clearing and grubbing of plant material within the ROW. Storm sewers shall be removed and replaced along with newer sewer and sewer structures at locations shown on the plans. The contract is to be awarded to the responsible bidder whose BID meets the requirements and criteria set forth in the RFB and who will enter into an acceptable contract as may be determined by the city. The City of East St. Louis encourages certified MBE's and WBE's to submit Bids for service in accordance with the terms and conditions required. Prevailing Wage: The procurement will be subject to regulations contained in General Conditions, The Illinois Preference Act (IL REV.STAT. CH. 48 SECTS 2201-2207), and Executive Order 1 1246. No less than 30% of the total bid amount must be expended with minority business enterprises. The City of East St. Louis will not award to any contractor who does not hold a current City of East St. Louis Contractor's Registration. Rejection of Bids: The City reserves the right to reject all Bids, to request information concerning any Bid for purposes of clarifications, to acceptor negotiate any modification to any Bid following the deadline for receipt of all Bids, and to waive any irregularities if such would serve the best interests of the City. If the bidder neglects to provide any required documentation their bid is subject to be rejected for non-responsiveness.
