Janitorial Services for Portland'5 Centers for the Arts Metro, acting by and through the appointed Metropolitan Exposition Recreation Commission (MERC), is inviting bids for Janitorial Services for the Portland'5 Centers for the Arts. Description of Work The contract contemplated consists of: General Purpose and Goal of Work: Provide cleaning services at Keller Auditorium, 222 SW Clay Street, Portland; and Arlene Schnitzer Concert Hall, 1037 SW Broadway, Portland. Bidders shall review all instructions and contract terms and conditions. Detailed Description of the Scope of Work: Scheduling A calendar of service dates and times will be provided to CONTRACTOR by METRO no later than the 25th of each month, encompassing the upcoming month. Routine services to begin at the end of performance, or when scheduled by METRO. Shifts may start during afternoon or evening hours as needed, based on the venues' logistical needs. Often, this work will begin on or after 2200 or 2300. Overnight work to be completed no later than 6:00 a.m. CONTRACTOR shall work for as much time as is needed to complete all tasks on venue cleaning checklist, (see example checklists attached) so long as all work is completed by 6:00 a.m. If CONTRACTOR is unable to report at the scheduled shift start time, METRO shall be notifiied no later than 90 minutes prior to the scheduled start time. Notification to be made via telephone call or text message to contacts provided by METRO. When services are scheduled at two different venues in one shift, CONTRACTOR shall provide one crew of workers for each venue. Services All services must be compliant with our current GBAC certification requirements and possess knowledge of and/or training in this quality of maintenance. All services must be performed in compliance with safety standards set by the Jurisdiction Having Authority and manufacturer's recommendations, including but not limited to OSHA regulations, SDS safety precautions and state and local regulation. All services must be punctual and performed within the allotted time due to event scheduling constraints. Leadership of CONTRACTOR must be willing to have regular meetings with Portland'5 representatives for feedback and performance improvement planning. Post-performance cleanup: Front of house Vacuum all carpet, including carpet inside restroom and lounge entries, vestibules, and sitting areas. Sweep hard floors, excluding restrooms Empty trash and recycling in entries, vestibules and all lobby levels Auditorium Vacuum all carpet throughout seating area including stair aisles. Thoroughly pick trash in seating areas, paying close attention to areas underneath seats Vacuum hard floors utilizing backpack vacuums Mop hard floors between seating rows and under all seats, except when a seating section is closed Apply disinfecting solution, using electrostatic sprayers, over entire seating area Wipe down seating-row end-tables with cleaning solution and sanitize Stairways Vacuum all public carpeted stairways Pick trash and remove debris from all public stairways. Waste Streams All aluminum cans collected in the auditorium area are to be deposited in their designated collection bin/dumpster All commingle collected is to be deposited in the designated commingle recycling collection bin/dumpster All trash collected is to be deposited in the designated trash collection bin/dumpster All waste stream bags will be collected for deposit in a bin or gondola only. No bagged collections should touch the floor at any time. GENERAL SPECIFICATIONS At the end of each shift, CONTRACTOR shall: a. Remove trash from the areas cleaned and deposit it in each venue's trash and recycling containers / dumpsters b. Clean puddles and trash from bottom of trash barrels and gondolas c. At Keller only, CONTRACTOR shall move trash and recycling dumpsters to SW 3rd Avenue at end of shift on dates specified by METRO d. Properly clean and return all tools and equipment to their proper storage locations e. Sign off the provided cleaning checklist. (See Exhibit B, Cleaning Checklist) Metro intends to award this contract to a single firm. The term of the contract is anticipated to be October 2024 through October 2029. Metro reserves the right to renew contract for additional terms. Metro reserves the right to award additional contracts from this ITB during the above stated term.
