In general, the scope of this project will consist of a planning process that identifies a feasible stormwater treatment practice to provide treatment to impervious associated with 43 Comcast Way, as well as City-owned road. The outcome of the process will be: o Identification and prioritization of improvements o A public involvement process to ensure local input and support of projects o An assessment of historic, archaeological and environmental impacts o Clear, written documentation of project issues and overall feasibility o A complete preliminary cost estimate for further engineering, project administration, environmental review, and construction The draft and final reports will include all elements of this RFP in a format outlined in section L. The City of South Burlington Stormwater Utility is requesting proposals for a scoping study for the Adelphia Cable Pond Retrofit project located at 43 Comcast Way. The project includes conducting preliminary investigations on an existing stormwater pond and evaluating potential retrofits to upgrade the practice to meet current State of Vermont and City of South Burlington standards. The Request for Proposal (RFP) states the overall scope of work desired to be covered under this study. This project was identified as part of the Potash Brook Flow Restoration Plan (FRP) dated October 1, 2016 and updated January 2019. The FRP was developed in accordance with the City of South Burlington's Municipal Separate Storm Sewer System (MS4) Permit in order to meet the flow reduction goals given to the City by the U.S. Environmental Protection Agency (EPA). The Potash Brook has a Total Maximum Daily Load (TMDL) for flow reduction within the Potash Brook watershed. The project included in this FRP is one of over 100 projects proposed in the Potash Brook watershed to meet the flow reduction TMDL. This project area is also subject to the 3-Acre Rule as described in the Vermont Department of Environmental Conservation (VTDEC) Stormwater Operational Permit 3-9050. The City of South Burlington is requesting proposals for production of a scoping study to identify alternatives, issues and costs, and provide recommendations related to the retrofit of a stormwater treatment practice at 43 Comcast Way in South Burlington, VT, funded in part by the Federal Highway Administration and the City of South Burlington, through the Vermont Agency of Transportation (VTrans) Municipal Assistance Section (MAS). All questions are due to the Stormwater Project Manager no later than 5 days before the submission deadline above. The Consultant's attention is directed to the VTrans' Disadvantaged Business Enterprise (DBE) Policy Requirements. These requirements outline the State's and the consultant's responsibility with regard to the utilization of DBEs for the work covered in the RFP. It is expected that all consultants will make good faith efforts to solicit DBE sub-consultants. If the award of the contract aggrieves any firms, they may appeal in writing to the City of South Burlington City Council, 180 Market St, South Burlington VT 05403. The appeal must be postmarked within seven (7) calendar days following the date of written notice to award the contract. Any decision of the City Council is final. Prior to beginning any work, the Consultant shall obtain Insurance Coverage in accordance with the Specifications for Contractor Services located in the Municipal Assistance Section website. Certificate of insurance coverage shall be documented on forms acceptable to the City. The method of Contractor Selection has not been Determined at this time.
