The City of Baton Rouge and Parish of East Baton Rouge invites qualified engineering firms to submit a Statement of Qualifications for the following project: Progress Road Sidewalks (Blount Road to Scotlandville Avenue) MOVEBR Enhancement Project Estimated Project Cost: $1,600,000 Fee to Be Negotiated The selection meeting will be held via (Web access). Stephens, P.E., via email to tstephens@brla.gov Statements of Qualifications that have not been received by the aforementioned date and time will be rejected. Failure to submit all of the information on Standard Form CPES (DATED: REV. 03/12/20) and required SEDBE forms demonstrating EBE goal compliance or Good Faith Effort shall be considered non-responsive and may result in the Qualification Statement being rejected. Engineering and Land Surveying firms must be registered with the Louisiana State Board of Registration for Professional Engineers and Land Surveyors, in accordance with LA RS 37:689. A copy of the firm's current Certificate(s) of Registration shall be attached to each Statement of Qualifications (Standard Form CPES). Failure to be registered and in good standing with the aforementioned Board will result in the Qualification Statement being rejected. The City of Baton Rouge and Parish of East Baton Rouge has established a Socially and Economically Disadvantaged Business Enterprise (SEDBE) program in accordance with Revised Statute RS 33:2233.4. It is the policy of the Parish to ensure that Eligible Business Enterprises (EBE's), certified in accordance with the Parish program, have an equal opportunity to receive and participate in parish contracts. All Firms shall make good faith efforts to achieve a minimum EBE participation goal of 25% of the total value of the engineering contract. Only EBE firms certified under the Parish SEDBE Certification Program at the time of execution of the negotiated contract will count toward the EBE goal. To be considered responsive all firms and proposed subconsultants must submit EBE Forms 1, 1A, and 2, and Letters of DBE Certification, by either East Baton Rouge Parish or the LAUCP as attachments to the RFQ response. All submittals will first be reviewed by the EBR Parish Purchasing Office to confirm compliance with SEDBE requirements. Only submittals that are confirmed to comply with the EBE participation requirement will be forwarded to the Engineer and Surveyor Selection Board for scoring and selections. Members of the Engineer and Surveyor Selection Board request that all consultants, sub-consultants, contractors, vendors or others involved with this project not contact any Board Member concerning this project during the selection process period, which shall extend from the date of this notice until a selection is made. The City-Parish Engineer and Surveyor Selection Board reserves the right to reject all submittals in response to this Request for Qualifications. The method of Contractor Selection has not been Determined at this time.
