Page 2 of 2 STATEMENT OF WORK Fire Alarm Maintenance and Repair Perry Point VA Medical Center Purpose: The vendor will assist Perry Point VA Medical Center's Electric Shop in performing service and repair on all existing Fire Alarm Systems located throughout the hospital complex. The vendor will provide (1) skilled Fire Alarm Level-II Technician for 8 hours, two days a week for a total of 16 hours per week. In the case when a skilled level III technician is required and not a level II technician, the vendor will provide (1) skilled Fire Alarm Level-III Technician for an 8-hour day when needed. The max number of hours per year for the Level III is 112 hours. Total hours of Level II and level III = 832-hours per year Fire Alarm System: All Fire Alarm Systems report to our VA Fire Department Station located on the campus. Most of the campus fire alarm system was recently replaced in 2024 with the Honeywell Notifier ONYX Series These Fire Alam Systems were not replaced and remain in service: Building #, Fire Alarm System 2H, SIEMENS MXL 3H, FCI FC 72 SERIES 9H, FIRE LITE MS 9600 24H, FCI FC 72 SERIES 25H, NOTIFIER SYSTEM 5000 360, NOTIFIER 3030 ON NEW NETWORK 364A, NOTIFIER NFS 640 364 B, SIEMENS MXL MANSION, NOTIFIER 3030- ON NEW NETWORK GRIST MILL, NOTIFIER 3030 ON NEW NETWORK General Requirements: We are asking for the technician to report to the Perry Point Electrical Shop Supervisor two days a week, each week for a year. The Government and the vendor will decide which two days to report to the Medical Center. This contract is for one full year plus 4 option years, so this will total 832-man hours a year. These hours will be during normal business hours, which can be from 7:00 a.m. to 5:30 p.m. The vendor can determine the start and finish of the workday if all parties agree. Any emergency repairs are to be quoted separately. The vendor will have its employees report to the Perry Point Electric Shop located at 18H. The techs will receive work orders from the electric shop supervisor and any parts or information needed to repair the assigned fire alarm systems. The vendor will then research, diagnose and make repairs described on the work orders and as needed. All fire alarm panels located on station will be covered under this contract. At the end of the scheduled workday, the vendor's technicians will report back to the Electric Shop on their progress and discuss any problems or needs they may have. Work orders will be filled out and used to track and verify that work is completed, and contractual obligations are met. **A log of the work orders will be kept by the COR. Acceptance Criteria: NICET Fire Alarm Certifications There are currently two subfields of NICET Fire Alarm Certifications. One for the inspection and testing of fire alarm systems and the other includes system layout (plan preparation), system equipment selection, installation, acceptance testing, troubleshooting, servicing, and technical sales. The inspection and testing of fire alarm systems certification was developed for those inspectors who specialize in maintenance/periodic fire alarm inspections and who have little experience in other types of fire alarm system work. The information below will be for troubleshooting, servicing, and installation technicians. There is a significant difference in salaries when comparing a fire alarm inspector and a fire alarm technician that will have a skillset that will allow them to troubleshoot and install a fire alarm system. NICET Level II Fire Alarm Tech -A minimum of 2 years of fire detection and signaling systems experience which MUST include at least 12 months of fire alarm systems experience, including alarm and detection, notification, sprinkler monitoring, and interfaces and controls for agent releasing suppression systems. Technicians will be familiar with installation, inspection, testing, commissioning, technical system estimating and sales, plans preparation, troubleshooting and maintenance. NICET Level Ill Fire Alarm Tech - This is a senior technician or field supervisor with manufacturer certifications for programming. A minimum of 5 years of fire detection and signaling systems experience, which MUST include at least 33 months of fire alarm systems experience, including installation, maintenance, inspection, testing, commissioning, technical system estimating and sales, plan preparation, code compliance review, project management, and/or technical business management. Qualified individuals shall be NICET Certified. National Institute for Certification in Engineering Technologies. This certification program was designed for engineering technicians working in the fire alarm industry who engage in a combination of the following fire alarm systems activities: system layout (plan preparation), system equipment selection, system installation, system acceptance testing, system troubleshooting, system servicing, and system technical sales. Technical areas covered include applicable codes and standards, types of detectors and signaling systems, supervision requirements, power requirements, building/space structure and occupancy considerations, and basic electricity and electronics. Work Hours: Work will only be performed between the hours of 7:00 a.m. to 5:30 p.m., unless an emergency dictates otherwise, and only 8 hours a day will be billed to the VA. Monday and Friday will not be a choice. Any work being performed outside these hours or scheduled on Saturdays, Sundays, or Federal holidays will fall in the after-hours pay schedule. Place of Performance: The work shall be performed on the Perry Point VA Medical Center campus. Period of Performance: Upon receipt of the contract awarded date, the contractor shall, as soon as practicable, commence any familiarization activities prior to actual work on the purchase order requested by the VA. However, within (10) calendar days after receipt of the contract award date, the contractor shall be fully operational and capable of immediately starting work on the requested order. IT Security/Privacy: Per the VA Handbook 6500.6 titled Contract Security, this statement of work does not include any activity that pertains to VA sensitive information which is stored, generated, transmitted, or exchanged by VA, a contractor, or a third party, or on behalf of any these entitles regardless of format or whether it resides on a VA system or contractor or subcontractor's electronic information(s) operating for or on the VA's behalf. Parts/Labor Warranty: There will be no need for a parts warranty, but the vendor will be responsible for assuring that employees sent to the VA are skilled and competent. Safety: The contractor must obey all Occupational Safety and Health Administration (OSHA) regulations while work is in progress. Contractor Compliance: The contractor shall assume full responsibility for compliance with all current Federal, State, City, and County laws, VHA M-1 Part VII Chapter 14, rules and regulations governing in keeping the area cleans from hazardous materials after each day work is completed. The Method of Contractor Selection has not been determined at this Time
