Request for Proposal to provide processing services for recyclable materials collected from Bountiful residents. Bountiful City is seeking proposals from qualified firms who can provide processing services for recyclable materials which are collected from Bountiful residents. Bountiful currently provides bi-weekly collection service to approximately 12,500 residential properties using 90 gallon carts. This service diverts approximately 2,000 tons annually from the City-owned landfill. Proposals will be in accordance with the Request for Proposal prepared by the City of Bountiful Engineering Department. Each bid must be submitted on the form provided as a part of the Contract Documents and shall be accompanied by a certified check, cashier's check or bid bond from a surety company, acceptable to Bountiful City Council, all made payable to City of Bountiful in an amount equal to at least five percent (5%) of the bid. Said check or bid bond shall be given as a guarantee that the bidder will execute the contract within fifteen (15) days after notification of the award of the contract to the successful bidder. Bountiful reserves the right to reject any or all bids, or any part of any bid or to waive any informality in any bid as its best interests may appear. A decision on the rejection of any or all bids or the award of a contract will be made within seven (7) days after the bids are opened. Bountiful City requests the following services to be provided: Sort, bale and transport recyclable materials in preparation for sale. Sell said products at recognized recyclable material markets. Sort and appropriately dispose of residual or contaminated materials. Provide a monthly reconciliation of all recyclable materials collected and marketed, including type of material, weight totals, costs and revenues related to these transactions, as well as documentation regarding final disposition of those materials. Reporting information shall comply with the requirements of U.C.A 19-6-509. Conduct material characterization studies to determine the makeup of recyclable materials and to determine the amount (percentage) of contaminated materials. The proposal shall be based on an initial five-year contract. Bountiful city reserves the right to reject any or all bids, to waive any informality or technicality or to accept bids deemed in the best Interest of bountiful city. Proposals submitted by a physical hard copy must be enclosed in a sealed envelope and clearly marked with the project title and name of bidder on the front cover. Proposals received after the deadline shall not be considered, regardless of the manner of delivery to the City. Hard copy proposals will be returned to the submitter unopened. Electronic submissions received after the deadline will receive an email notification that the document was late and will not be considered. Proposals must be signed by an authorized representative of the company. The signature is interpreted to signify the bidder's intent to comply with all terms, conditions and specifications set forth in this RFP. All prices and notations shall be printed in ink or typewritten. No erasures will be permitted. Errors may be crossed out and corrections printed in ink or typewritten adjacent to the original figure and shall be initialed in ink by the person signing the bid. Submit TWO copies of your proposal (for proposals submitted as a physical hard copy). The proposal shall be based on an initial five-year contract. Proposals shall include the following information on a form prepared by the bidder: 1. Pricing to process recyclable materials on a per ton basis. 2. A proposed compensation schedule (on a per ton basis) for mixed materials based on a recognized index (ex: Pacific Northwest OBM). The schedule shall include the price points where revenue from the sale of materials requires additional processing or disposal costs to be paid by Bountiful City and price points where the sale of materials generates sufficient income that sale proceeds can be shared with Bountiful City. 3. A proposed schedule for material characterization studies during the term of the contract and the proposed cost of each study. 4. A proposed schedule of pricing adjustment for contamination rates above 10%. Proposals must be accompanied by a bid bond payable to Bountiful City in the amount of onefifth (1/5) of the total bid. After the bid opening, all bonds except that of the lowest responsible bidder will be returned. When the contract is executed, and Bountiful City receives the performance, payment and all other required bonds, the bid bond of the successful bidder will be returned. A certified check made payable to Bountiful City may be used in place of the bid bond.
