Renovation of an educational facility in Chesterfield, Missouri. Completed plans call for the renovation of a educational facility.
Pursuant to state law RSMo 177.086, projects that exceed an anticipated expenditure of fifteen thousand dollars shall be publicly advertised, once a week for two consecutive weeks, in the St. Louis Countian. Respondents shall comply with the requirements of the specifications and RSMo Section 290.220 which provides that "A wage of no less than the prevailing hourly rate of wages for work of a similar character in the locality in which the work is performed, shall be paid to all workers employed by or on behalf of any public body engaged in public works exclusive of maintenance work." Respondents shall comply with the requirements of the specifications and RSMO Section 292.675 which provides that "Any contractor for any public body for purposes of construction of public works and any subcontractor to such contractor shall provide a ten-hour Occupational Safety and Health Administration (OSHA) construction safety program for their on-site employees which includes a course in construction safety and health approved by OSHA or a similar program approved by the department which is at least as stringent as an approved OSHA program, unless such employees have previously completed the required program." Proposals may not be withdrawn for at least 45 days after the closing date for receipt of bids. The Board of Education reserves the right to waive informalities and to reject any or all bids. A BID BOND WILL BE REQUIRED IN THE AMOUNT OF TEN PERCENT (10%) OF THE AMOUNT OF THE BIDDER'S BID. A. The Bid Bond must accompany the Bid in order for the Bid to be accepted. It is anticipated that the successful bidder will be given notice to proceed on october10, 2024 with substantial completion to occur on or before august 2026. Latest Time to Submit Request for Interpretation: 1. September 6, 2024 @ 3 00 PM CST 1. Questions shall be directed to: a. Lucas Hemann b. lhemann@poettkerconstruction.com. K. Each bid shall be accompanied by bid bond made payable to the Owner, in the amount of ten percent (10%) of the bid sum. Security shall be either certified check, cashier's check, bank money order or bid bond issued by surety licensed to conduct business in the State of Missouri. Successful bidder's security will be retained until he has signed the contract and furnished required payment and performance bonds. Owner reserves the right to retain security of the next two (2) lowest bidders until the lowest bidder enters into contract or until sixty (60) days after bid opening, whichever is shorter. All other bid security will be returned as soon as practicable. If any bidder refuses to enter into a contract, Owner will retain bid security as liquidated damages, but not as a penalty. L. All costs associated with the preparation and submission of a bid is the sole responsibility of the bidder. These costs shall not be chargeable to the Owner by any successful or unsuccessful bidder. All bids become the property of the Owner and shall not be returned except in the case of a late submission. M. Simultaneously, with delivery of the executed contract, the successful bidder, at its own expense, shall furnish surety in the form of a performance bond and a labor and material payment bond in the amount of One Hundred Percent (100%) of the contract amount. Surety for such bonds shall be a company duly authorized and licensed in the State of Missouri and acceptable to the Owner. The Attorney-In-Fact who signs bid bonds or contract bonds must file with each bond a certified and effectively dated copy of their power of attorney.
