Renovation of a municipal facility in Bolton, Massachusetts. Conceptual plans call for the renovation of a municipal facility.

Qualified proposers are invited to submit a Statement of Qualifications in response to this Request for Qualifications (RFQ). Before submitting a response, each proposer must make a careful study of all specifications and contractual requirements and fully assure themselves as to the quality and quantity of the services required by this RFQ. The successful proposer will be bound by all applicable statutory provisions of laws of the Federal Government, the Commonwealth of Massachusetts and the Town of Bolton. All procedures related to this process are in accordance with Massachusetts GL c. 7C, section 44-57. The fee for services for the project will be negotiated by the Awarding Authority and the selected firm. Submittals that are incomplete, not properly endorsed or signed, or are otherwise contrary to these instructions may be rejected as informal. Submittals that are generic and do not address key aspects of the scope as defined, may also be rejected as informal. The Town reserves the right to reject any and all responses, to waive any irregularities, to allow exceptions to the attached specifications and to make an award in a manner deemed in the best interest of the Town. As provided by Massachusetts General Law, Chapter 64H, section 6(d), purchases made by the Town of Bolton are exempt from the payment of Federal Excise Taxes and Massachusetts Sales Tax; any such taxes must not be included in the quoted price. No subcontracting of any work is allowed under this contract without prior approval and unless clearly identified in the submittal. The successful proposer will not be permitted to either assign or underlet the contract nor assign either legally or equitably, any monies hereunder, or its claim thereto, without the prior written consent of the Town. All submitted responses to this RFQ must be guaranteed to the Town of Bolton for a period of sixty (60) calendar days from the RFQ submission date. By or before that date the Town of Bolton will make a decision to either issue a contract or reject all responses that were received. On either the date a contract is issued or the 61st day after the submission date, whichever shall occur first, all submittals will become public information. The successful Proposer will be required to indemnify the Town for all damages to life and property that may occur due to their negligence or that of their employees, subcontractors, etc., while under contract with the Town of Bolton. If proposers have any questions concerning the terms, conditions or scope set forth in this Request for Qualifications, the questions must be submitted in writing to Randall Heglin, Director of Public Works, at dpwdirector@townofbolton.com at least 7 days prior to the due date of submission of Statement of Qualifications. Engineering/Architectural design services relative to the replacement of the egress stairway on the east side of the building and access ramp into the rear of the town hall. For the emergency egress o Site survey including topographic as necessary o Design of replacement stairway o Construction of concrete sidewalk from the base of the stairs to the parking area in front of the town hall. o Regrading of area in and around the stairway and heat pump to improve site drainage. o Protection of stairway, landing and walkway from snow which slides off of the slate roof. o Development of necessary plans and specifications for the advertisement of bids in full compliance with state/federal regulations. Assist town with the bidding services and development of an Opinion of Probable Construction Cost. Costs for bidding phase services, including addressing RFI and review of bids are to be included in the design phase. A separate agreement will be negotiated for construction phase services to include but not be limited to review of shop submittals, pay requisitions, contractor construction questions. o Additional scope as typical in addition to the above, if it is customary and typical for this type of work. For the rear entrance ramp at Town Hall. o Site survey including topographic as necessary. o Assessment of the rear retaining wall. o Geotechnical services including borings if necessary. o Development of necessary plans and specifications, for the advertisement of bids in full compliance with state/federal regulations. Design to include the replacement of the rear egress ramp and stabilization and/or replacement of the retaining wall. Work also includes site regrading as appropriate to improve surface drainage at the rear of the building. Development of construction cost estimate. o Selected consultant to incorporate review meetings in the budget with appropriate parties during the design phase. All work related to these projects must respect the historic nature of the building and district. During design of these projects, the E/A is expected to present the project at Select Board and Historical Commission meetings. The consultant should plan on at least 2 meeting each (4 total). Attendance at meetings will be negotiated with the selected consultant as part of the services contract. o Bidding Phase Services o Advertisement o Distribution of plans and specifications to interested parties o Addressing questions on Bid Specifications and issuance of addenda o Review of bids received, reference checking and recommendation to Award The following services will be negotiated and contracted separately prior to project advertisement. o Construction Phase Services o Review and approve Contractor submittals ensuring compliance with specifications. o Review and approval of Schedule of Values as appropriate. o On-site construction supervision at interval (full or part-time) as agreed to by the Town. o Review and recommendation for approval of periodic pay requisitions from the contractor. o Completion of disbursement requests to costs incurred by the Town to funding agencies as appropriate. o As-Built drawings o Submitted to appropriate permitting authority o Paper copy and electronic PDF to Department of Public Works, as appropriate. o Electronic file of all approved shop drawings and submittals. The above tasks are intended as a general guideline for the work. Any tasks not listed, but customary in the implementation of the project to be included. Proposers should indicate timeline for all milestone tasks. It is to be assumed that a special warrant article will be placed on the FY26 Town Meeting agenda to fund the construction of the rear egress ramp. Commence negotiation with selected consultant October 10, 2024 Consultant commences work on projects December 1, 2024 The method of Contractor Selection has not been Determined at this time.
