Demolition, site work and new construction of a water / sewer project in Old Lyme, Connecticut. Completed plans call for the demolition of a water / sewer project; for the construction of a water / sewer project; and for site work for a water / sewer project.
The Town of Old Lyme is seeking a qualified marine construction firm. Qualified candidates must show relevant experience in the construction of docks and pile driving. The Town of Old Lyme is requesting to have the Hawks Nest Sluiceway reconstructed after winter storms in December of 2023 destroyed major portions of it. Contractors will need to remove half of the remaining structure and rebuild the full 40 LF wood pile and timber sheathing discharge sluiceway structure, and repair the existing headwall. The goal of the project is to work with the Town of Old Lyme, and its Public Works Department to restore the operation of the Swan Brook Drain Discharge Sluiceway complete the reconstruction prior to December 31, 2024. With a start date of October 4, 2024. Please keep the following objectives and considerations in mind: o Using land-based equipment, remove sand and stone riprap to expose the southernmost 3 reinforced concrete pipe sections, stockpile the excavated sand immediately adjacent to the pipes landward of the coastal jurisdiction line, reseal the pipe joints or replace broken pipe sections, and replace the sand and stone riprap to preconstruction grade. o Make necessary repair to headwall specifically crack sealing. Respondents must submit the following information: Three (3) hard copies and shall be submitted. o Background statement describing the firm, including a brief history, discipline capabilities, principals, and location. o Resumes outlining positions, qualifications and relevant experience of all individuals to be assigned to the project (include subcontractors as applicable) o Availability of personnel, the date the firm is available to commence the project and estimated length of time necessary for completion. o List of current and prior clients for whom similar wood pile and timber waterfront projects have been completed, including name of contact person, address and telephone number. o Examples of no less than two (2) samples of similar work carried out by the contractor where the contractor was responsible for 80% of the pile driving and timber construction in marine waters. o Proposed scope of work to include a timeline (anticipated sequence of events and timing of critical action items, meetings and deliverables), estimate of start and end date, and cost. o Contractor construction, property damage, Workers' Compensation and Certificate of liability insurance (minimum of $1 million dollar liability insurance required). o Financial capability of the respondent to complete the project (i.e. bank statement or surety bond for 100%). Any questions regarding this RFP should be submitted in writing or email to: Martha Shoemaker, First Selectwoman, mshoemaker@oldlyme-ct.gov. Proposals received at the First Selectwoman's Office, prior to the advertised deadline, will be accepted. Responses must not be sent by facsimile or e-mail. Accepted proposals will be reviewed by a committee designated by the First Selectwoman. Candidates selected for continuation of the process may be invited for an interview which will include a brief presentation detailing the candidate's understanding of the project, and presentation of the proposed scope of work, timeline and fee. After all materials are reviewed and interviews are completed, the committee will make a recommendation to the Board of Selectmen based on the following criteria: a. Candidate's background and professional expertise, including client references, as well as number, size and scope of previous projects similar to the proposed project. b. Any special qualifications. c. The candidate's demonstrated understanding of the work, scope of work, timeframe and proposed cost. d. Evidence of any special or innovative approaches that the firm has used. e. The proven ability to submit a high quality completed project within the required timeline (December 31, 2024). The Town of Old Lyme reserves the right to reject any and all proposals or any part thereof, or waive defects in same, or accept any proposal deemed to be in the best interest of the Town. The successful applicant will be required to provide one million ($1,000,000) dollars in liability insurance and provide a certificate naming the Town of Old Lyme as additionally insured.
