Construction Manager at Risk Services for The Project consists of Construction Administration and Quality Control, and total Construction Execution of all associated components necessary to complete the design and construction of the Platte treatment plant expansion project. RFP responses shall be developed and submitted in the prescribed format as indicated in the RFP. The Construction Manager at Risk Procurement Process will be executed by a two-step selection method as described by the RFP. Proposals will first be reviewed based on the criteria outlined in the RFP and then a selected short list of Proposers will be further solicited into an interview process. The final preferred Proposer for CMAR Services will be selected after interviews on value-based criteria. RFP submitters are advised and shall be prepared to, upon being selected short list RFP recipient, propose services to be performed in compliance with current state and federal programs such as but not limited to: South Dakota Department of Agriculture and Natural Resources State Revolving Fund (SDDANR SRF), American Rescue Plan Act (ARPA), Equal Employment Opportunity (EEO), Minority-Owned Business Enterprise (MBE) obligations, Women-Owned Business Enterprise (WBE) obligations, Davis-Bacon Wage Rates, and American Iron and Steel (AIS). Additional program obligations and regulations will be described by RFP. Furthermore, RFP submitters are advised and shall be prepared to provide all licenses to perform construction in the State of South Dakota. The Proposing team shall be in good business standings with local, state, and federal governments. Complete requirements for proof of business standing and licensure for CMAR Services will be described by the RFP.
