The City of Charles Town is soliciting proposals from qualified contractors/firms to provide construction services for two (2) identical foot bridges at the City's Skate Park located at 290 N. West Street Charles Town, WV (to cross Evitts Run) and at Happy Retreat Park (600 Mordington Avenue) to cross Evitts Run. Additionally, the second bridge will require construction of a walkable access route to the site of the bridge at Happy Retreat. Both bridges will be described as Glulam Stringer trailer bridges with a side railing system made only for pedestrian foot traffic and not vehicular usage. See attached plans for specific details. Scope of Project For purposes of this RFP, the objective is to obtain proposals from qualified contractors or firms hereafter referred to as "Vendor", to provide construction services for the above identified bridges. The work will further include all preparatory site work to include gravel access, grade preparation, and materials acquisition. Pricing should include mobilization, cost of materials, and time. Contractor/firm is responsible for providing all equipment needed to complete the work. The City reserves the right to select the materials that best blend with the interest of the natural surroundings and utilized in similar outdoor bridges usages. Ideally, a combination of composite and natural products will be used. The vendor is responsible for the daily clean-up of debris and disposal of work-related materials to maintain the established construction site in a clean, presentable, and continuously usable manner. The work shall be done in a thorough, complete, and professional manner. The vendor shall provide a comparative cost-analysis for all work performed inclusive of all materials, labor, and equipment, and ensure the work meets all applicable state and local code requirements. The vendor shall obtain all required permits and contractor licenses. Proposals Vendors are invited to submit proposals, not more than 5 pages, containing their qualification and experience providing a cost-analysis of similar projects completed by the vendor to include other bridges or similar projects for either a public or private entity. To be considered, include a response to each item listed below and include a complete rate and fee schedule of costs including a lump sum project as well as an individualized hourly rate and itemization. A timeline/schedule detailing the project milestones, to include itemized items anticipated by certain date points shall also be included. Applicants must also demonstrate they have the capacity to provide a high level of service and expertise to the City through their answers and documentation. The City reserves the right to not select any of the submitted proposals.
