Renovation of an educational facility in Hillsboro, Ohio. Completed plans call for the renovation of a educational facility.

Submit all questions regarding this RFQ in writing to Procurement at procurement@ofcc.ohio.gov with the project number included in the subject line (no phone calls please). Southern State Community College (SSCC), intends to engage a Design-Builder (DB) to provide design and construction services for: Basic Renovations - HVAC, located on campus at Southern State Community College, Hillsboro, OH 45133. The project criteria provide specific information for the scope including drawings. Given the minimal design work required for this project, most of the DB work will be performed by a mechanical contractor. Important elements in the selection process will be experience in ensuring protection of building interiors and surrounding campus property. The firms must have experience in the complete design and monitoring of the work to be performed, to ensure the work meets all codes and requirements, and to ensure subsequent warranties. The Program of Requirements ("POR") and Criteria Design for the Project have been developed by the Criteria Architect/Engineer ("Criteria A/E"), These Criteria A/E services were acquired by the Contracting Authority under a separate contract. All regulatory and environmental regulations and/or permitting will be the responsibility of the DB selected for this project. SSCC's HVAC system is original to the building's 1980's construction. The system uses above-ceiling water source heat pumps, a main cooling tower located inside a building section with an open roof, and two boilers. Additionally, a domestic water heater will be replaced as part of this scope. All existing condenser water, heating water, and domestic circulating pumps, valves, and trim will be replaced with the equipment. The original controls (AET Systems) are still functional throughout portions of the building with most units wired to a local thermostat. In addition to the criteria documents, specific information about the project includes: 1. The existing cooling tower has temporarily been repaired to sustain the current cooling season only. To address manufacturing lead times, a new cooling tower has been sourced by the owner through a separate bidding process. The selected DB will be required to remove the existing tower and install the new tower with a startup no later than March 1 st , 2025. The tower is enclosed in a roofless portion of the building surrounded by four walls adjacent to the mechanical room. The existing tower will require a crane lift for removal. The new cooling tower will need to be elevated above pit bottom to ensure proper airflow for optimum performance, as coordinated with manufacturer. A supporting structure will need to be constructed to elevate the new tower to proper height based on manufacture's recommended height and clearances. 2. The abandoned second cooling tower and pumps located away from the building next to a parking lot will be removed with piping and electricity capped off. 3. Several WSHP's have been replaced in the last 36 months and are not included in the project scope for replacement. However, these units will still need to be considered as part of the overall system for BAS controls. 4. Equipment will need to be integrated with an existing Tridium BAS. The DB will be required to work with the owner's Master Systems Integrator (MSI) for controls. 5. Existing underground condenser water storage tank will be abandoned and isolated with a cap and bypass valve. 6. Some areas of the building will remain occupied, and systems will need to remain in operation as much as possible during construction. Where possible, new WSHP will be installed in open ceiling space adjacent to existing units still in operation, to minimize the down time of each piece of equipment during switchover. DB contractor shall work with the College to develop a schedule for each location that corresponds with the planned occupancy of each space. 7. WSHP branches will require the installation of new isolation valves. The system shall be drained temporarily at the start of construction with condenser water stored for refilling. After valve installations are complete for all units, the system will be immediately refilled to ensure the system can remain in operation while heat pumps are replaced throughout the project. The selected Design-Builder ("DB"), as a portion of its required Scope of Services and prior to submitting its proposal, will discuss and clarify with the Contracting Authority and/or Owner, the breakdown of the Agreement detailed cost components, to address the Owner's project requirements and refine the project schedule. As required by the Agreement, and as properly authorized, provide the following categories of services: develop and maintain estimates of probable construction cost, value engineering, project schedules, and construction schedules; lead and manage the Schematic Design, Design Development, Subcontractor Prequalification and Bidding process, Construction Documents, Construction and Closeout stages.
