The preliminary estimated cost range for constructing the project is $26,772,000-$30,999,000 based on the July 2024 100% Engineer’s Cost Estimate. The City of Santa Cruz Water Department is requesting Proposals (RFP) from firms with expertise in providing Construction Management (CM) services for the Newell Creek Pipeline Replacement Project - Felton/Graham Hill (Project). Katy Fitzgerald Management Analyst 212 Locust Street Suite C Santa Cruz, CA 95060 Email: kfitzgerald@santacruzca.gov Phone: (831) 420-5200 Ext: 5206 The Project includes replacing approximately 25,000 linear feet (LF) of existing 18- to 27-inch Concrete Cylinder Pipe and steel water transmission main from the Felton Booster Pump Station at 6000 East Zayante Road, Felton, CA 95018 to the Henry Cowell Drive intersection with the GHWTP at 715 Graham Hill Road, Santa Cruz, CA 95060 with a new approximately 23,400 foot long, 24-inch diameter Ductile Iron (DI) pipeline to be located mostly within Graham Hill Road. The Project also involves work within above a protected waterway, pipeline installation under existing railroad tracks and installation of a cathodic protection system. Major elements of the pipeline's construction include an approximately 100 ft crossing over Zayante Creek, a roughly 90 ft trenchless crossing under the Santa Cruz, Big Trees, and Pacific Railway (RR) tracks, approximately 22,000 LF of pipeline along Graham Hill Road using conventional construction methods, and a tie-in at GHWTP Felton Booster Pump Station. Answering YES to either of the two questions above does not preclude the City of Santa Cruz from awarding a contract to your firm or taking any subsequent action related to the contract. It does, however, preclude the identified City Council Member(s) from participating in any actions related to this contract. Question Deadline 09/20/2024 at 5:00 PM PT The Project alignment crosses Zayante Creek, a perennial, cold-water stream and its associated forested riparian zone which may contain special status species. These resources and Project construction activities are regulated by Permits from the United States Army Corps of Engineers, California Department of Fish and Wildlife, National Marine Fisheries Service, and Central Coast Regional Water Quality Control Board. Project activities within the regulated areas include riparian tree removal, open cut trenching, drilled concrete piers, and a new free span pipeline crossing above Zayante Creek. The Project alignment also runs through sandhills habitat (Zayante Soils) which could contain protected plants and animals subject to protective measures in the Permit and Habitat Conservation Plan issued by the United States Fish and Wildlife Service.
