Question Due Date / Time: September, 12 2024 00:00:00 (11:59PM Mountain Time) All questions regarding this Department Request For Quotation (D-RFQ) must be emailed to Zac Wiebe at zwiebe@larimer.org. Include both the D-RFQ number and Title in the Subject Line of the email, or your question may be missed. All questions received before the question due date/time will be answered via an ADDENDUM, which will be published in red at the top of this page. An addendum is a document that answers questions and/or provides additional information. Addenda may change one or more pieces of this D-RFQ. SCOPE OF WORK: The consultant shall be responsible for completing the following tasks for Larimer County's Red Mountain Open Space The consultant may perform the following tasks as deemed appropriate and necessary to support development of concept plans: Evaluate geomorphic characteristics of site, including channel shape, bank height and slope. Evaluate hydraulic conditions to understand how water moves through the site at different flow rates. Identify wetlands that may need to be delineated to comply with the Clean Water Act. Conduct a regulatory assessment to comply with various environmental, archaeological, local, state and federal regulations. Determine the allowable uses of LC's owned water rights associated with RMOS and how these can support the proposed project and what needs to occur to legally do so. Evaluate existing water-related structures (ex. dams, ditches, etc.) along the project area for implications on concept design. 2. Final Report/Concept Design The consultant will compile the data into a report that outlines site constraints and possible restoration scenarios that include the following sections: Water rights description - Include a summary of allowable uses for available water. Project Timeline- A project schedule showing when each element of the scope of work will be completed, proposed meeting dates, project milestones, and final report. Research Approach and Results - Description of baseline surveys, research conducted and results. Problem Statement or Condition - Describe the current condition of RMOS including: 1) current hydrologic conditions and how they may limit or potentially improve ecological function, 2) bank condition 3) substrate condition of the area 4) basic condition of vegetation including dominant species and evidence of regeneration of both native and non-native vegetation and 5) water quality conditions including any water quality impairments, as recognized by the Colorado Department of Public Health and Environment. List potential restoration improvements - A list with a description and accompanying graphic to illustrate potential improvements that could be made to improve habitat and resolve the conditions outlined in the problem statement (Section 2D). Improvement options, such as wetland enhancements, changes to the channel of Boxelder Creek, conversion of hay pastures, and revegetation to be considered. The ability of each option to improve habitat both onsite and downstream will be evaluated. The description will delineate expected benefits of each option and potential barriers to success, such as cost or physical constraints. Selected restoration and resiliency improvements - A list of the improvements selected by the consultant and County staff, justification for their selection and expected benefits and constraints of each option, such as cost of physical constraints. Conceptual design drawings of the selected restoration improvement, which considers phasing distinct, independent components of a potential project. Estimated cost of conceptual design implementation, which considers cost per phase. 3. Project Coordination The consultant will work with the County and other stakeholders in the following areas: Work closely with the County Project Manager to perform the work necessary to complete the project. Maintain regular contact with the County Project Manager via phone/email and site visits throughout the project and may be used to provide guidance and answer questions. Prepare time schedules for monitoring, design, and reporting. Present draft findings and preliminary conceptual drawings. Meet with the County Project Manager and other County staff, at least twice, to share findings and collaborate on elements of the conceptual ecological restoration design. County staff will review and provide comments on draft documents. The method of Contractor Selection has not been Determined at this time.
