Description of Work: This work is for the supply of ultrafiltration membrane modules, process valves and actuators, and instrumentation at the City's existing Water Reclamation Plant (the Site). The Work also includes furnishing submittals, on-site installation assistance, field testing, system commissioning, and training. The work is to be performed between October 2024 and April 2024. Bid Proposals: Bid Proposals shall be submitted on the forms provided in the Bidding Documents. Bid acceptance and contract award provisions are specified in the Bidding Documents. All bids shall be accompanied by a bid security in the form of a surety bond, postal money order, cash, cashier's check, or certified check in an amount equal to five percent (5%) of the amount of the bid proposed. Failure to furnish a bid security shall make the bid non-responsive and cause the bid to be rejected. Acceptance and Rejection of Bids: The City reserves the right to waive any irregularities or informalities in bids and to reject any or all bids. Funding: It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State of Washington, nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids. On-Site Labor Requirements: The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2000, pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. All work performed on site will be subject to the higher of federal or state prevailing wage rates.
