Scope of Work: Grind and Haul away the City of Martinsville brush and chip pile. The pile consists of limbs, brush, tree trunks, and wood chips. The pile is located at the Central Warehouse 990 Fishel St. Martinsville. The City will not furnish equipment or man power. Work to be completed Monday Friday 8am-5pm unless requested and agreed upon. Vendor also must be licensed and insured. Work needs to be completed within 30 days of award. The City of Martinsville reserves the right to select any proposal it deems to best serve its needs, without regard for price or any other specific detail of any proposal. The City of Martinsville also reserves the right to reject any or all proposals, to request additional information from any proposer, and to negotiate with any proposer for additional services, lowest cost, or any other issue pertaining to this request. The City of Martinsville, Virginia, reserves the right to reject any or all bids, to waive any and all informalities therein, and the award shall, if made, be made to the lowest responsive responsible bidder, or bidders, taking into consideration the quality of materials, labor and equipment. Based upon the bids received, the City of Martinsville reserves the right to adjust the quantity of work to match available funding. Vendor is responsible for obtaining necessary license and insurance holding the City of Martinsville additionally insured This award will be made by the following selection criteria: 1. Price 2. Anticipated Completion Date 3. Ability to meet the minimum specifications It is the responsibility of the offeror to ensure that their proposal reach the appropriate office prior to the close time on the bid. Response received after the date and closing will be considered nonresponsive and will not be opened. Bids will not be accepted via fax machine or internet e-mail. The procedures for such negotiations shall be as follows: a. City, Engineer, and apparent low bidder together will review the project and attempt to find mutually agreeable proposed changes that will effectively reduce the cost of the project. b. Apparent low bidder will present reasonably documented and substantiated proposed deductions in project cost for each potential project change, which will allow City to evaluate each proposed deduction. c. The parties will attempt to negotiate and sign a reasonable contract for the entire project, the price of which does not exceed available funds.
