The Commissioners' Court of Washington County is seeking to contract with a competent firm(s) or individual(s) with the necessary credentials and qualifications as a Professional Architect who has experience in preparing design documents for additional records storage, office space and a centrally located network server room located on county property. Washington County intends to build additional office space, records storage and a centrally located network server room located at 2509 HWY 105, Brenham, Texas 77833. The design of the project is to be coordinated with County Commissioner Kirk Hanath and County Commissioner Dustin Majewski. You are hereby requested to submit your qualifications in the area of architectural services on the attached form. You may attach additional information to this qualification form. Once the qualifications are received and reviewed, you or your firm may be asked to make a presentation to the Commissioners' Court and selection committee members. It is understood that Washington County reserves the right to accept or reject any and/or all responses to this Request for Qualifications as it shall deem to be in the best interest of Washington County. Receipt of any Qualification Statements shall be received and acknowledged only to avoid disclosure of the contents to competing bidders and kept secret during the .negotiation/evaluation process. However, all documentation shall be open for public inspection after a contract is awarded, except for trade secrets and confidential information so identified by the bidder as such, All confidential information should be marked in red. Once Qualification Statements are reviewed, a shortlist will be compiled by an Evaluation Committee appointed by the Commissioners' Court. Interviews may be conducted with the individuals or finns most qualified. Additional information may be required at that time. Negotiations will begin with the firm determined to be most qualified for the project. Commissioners' Court will make the final selection and approve the proposed contract. This solicitation intends to obtain the professional services of a qualified firm to work with Washington County to develop a design plan for the project. The Scope of Services will include coordination with the appropriate related entities of Washington County government including, but not limited to, the Commissioners Court, the County Clerk, the County IT Director , and support services related thereto. The goals of the awarded respondent will be to assist the County to: I. Perform all tasks required to provide a complete, functional, and usable space that meets the end users' program requirements. 2. Plan and define the project in conjunction with affected departments of the county which will include conducting a series of meetings and on-site visits with the users, both collectively and individually, to thoroughly understand and complete the project. 3. Prepare a plan for the site to include an estimated cost and schedule with probable phasing based on priorities established by the Commissioners' Court. 4. Bring a defined project to the county for approval. 5. Upon approval of the Commissioners' Court, proceed with the Design Development Phase. An evaluation committee comprised of County staff will review the submission as follows: Written submissions will be evaluated using the Evaluation Criteria listed. The scores received will be used to identify a "short list" of the respondents. Those selected may be asked to make oral presentations to the evaluation committee. The Commissioners' Court, at its option, shall accept the recommendation of the evaluation committee and/or request that presentations be made directly to the court for further evaluation. The Commissioners' Court will select the firm or individual that is the most highly qualified respondent and authorize a county representative(s) to negotiate a contract at a fair and reasonable fee. Should an agreement not be reached with the selected firm, the Commissioners' Court will then direct the county representative(s) to officially end negotiations with them and begin negotiations with the next most highly qualified respondent. This process shall continue until a contract is finalized. The county reserves the right to select the acceptable respondent(s) who oiler conditions most favorable to the county. The method of Contractor Selection has not been Determined at this time
