Description: The Madison County Commission is requesting Statements of Qualifications from well qualified consultants interested in providing Professional Services in the form of Program Management and Owner Representation throughout the planning, design, construction, and commissioning of the Madison County Courthouse Project. The Madison County Commission is requesting Statements of Qualifications from well qualified consultants interested in providing Professional Services in the form of Program Management and Owner Representation throughout the planning, design, construction, and commissioning of the Madison County Courthouse Project. The selection of the successful consultant will be based on a qualification driven procurement process which will be conducted in a manner to ensure open competition. The Statement of Qualifications from the responding consultants will initially be reviewed and evaluated by a group of County elected officials and staff. The consultants will be evaluated with regard to the evaluation criteria defined in Section 5; references will be contacted for the higher ranked consultants, and a minimum of two consultants will be invited to participate in an interview process. Once the consultant most qualified for this specific project is identified, the County will enter scope and fee negotiations with that consultant. Pending successful negotiation, the consultant and the County will enter a Professional Services Agreement. The County Commission will assign a staff member to be the main contact for the Consultant. The Consultant should expect to work with a small team of individuals from the County as well as representatives of the 23rd Judicial Circuit, including the District Attorney, Circuit Clerk and Court Administrator offices during the design phase of this project. SECTION 2. PROJECT DESCRIPTION Madison County intends to replace the existing courthouse through a comprehensive building program. The County is currently working with an architect and court facility planning team to explore multiple strategies for the courthouse replacement program. They will provide pre-design, programming, project site logistics and feasibility analysis for the project. The current Madison County Courthouse was built in the late 1960s and is approximately 186,000 square feet. In 2021, several customer facing departments were moved outside of the Courthouse to a 63,000 square foot Service Center located on North Parkway. The County wishes to construct a building(s) that will include a minimum of 15 courtrooms, support staff offices for these courtrooms, office space for the District Attorney's and Circuit Clerk's office, Jury deliberation rooms, Sheriff Department offices, County Administration offices and possible shell space for future growth. 2 SECTION 3. SCOPE OF PROFESSIONAL SERVICES While the detailed scope of work will be defined collaboratively between the County and the successful consultant, it is the intent of the County that the selected consultant will serve as the County's Consultant throughout the project life with the goal of ensuring a successful project. This will include acting as an independent advisor to the County to coordinate all activities of the entire project team, manage project costs, identify, and mitigate risks, accelerate project delivery, and optimize value to the County. At a minimum, this service will include, but not be limited to the following: 3.1 Preconstruction Services will include working with the design and court planning consultant in evaluating sites being considered for the project; assisting in the evaluation of the options of constructing one facility to house all departments currently in the Courthouse or constructing two facilities which would separate the judicial operations; assistance during final design team selection; design phase constructability reviews and cost estimating, and recommendations associated with those reviews; and development of project phasing. 3.2 Construction Management Services will include assistance with construction team selection, monitoring and positively influencing construction schedules; cost management; project team coordination and communication; proactively managing issues that may arise during construction; periodic construction reports; manage RFIs, billing and change order management; project close out and warranty; and other related services. The successful consultant will staff, during construction, on site personnel in quantity and qualification to ensure that the project is successful. 3.3 Final Scope Development will be defined in detail through a collaborative process between the County and the successful consultant during the negotiation phase of this selection process.
