Nellis AFB Paving IDIQ Sources Sought THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a request for proposal and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses to this source sought will not be considered as proposals, nor will any award be made as a result. The Air Force will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation will be made available only on the SAM.gov and interested parties are solely responsible for monitoring the website for the release of a solicitation package. The 99th Contracting Squadron (99 CONS), Nellis AFB, NV seeks to identify qualified, experienced, and interested small businesses capable of performing the type of work as described herein. 99 CONS is only conducting market research to determine if there is interest and or the capability of sources for a potential 100% set-aside for HUBZONE- certified small business. The following North American Industry Classification System (NAICS) code applies to this request for information: 237310 (Highway, Street, and Bridge Construction) to include airfield paving requirements. The new proposed contract would consist of a multiple line item, firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) vehicle to execute a broad range of non-complex paving projects for maintenance, alteration, or repair of real property. The project sites is/are located at Nellis AFB or at other locations within the southern portions of the Nevada Test and Training Range (NTTR) such as Range 63, Point Bravo, or at Tolicha Peak within the western portions of the NTTR. The contract will furnish all labor, supplies, materials, supervision, transportation, equipment and all else required to support a broad range of maintenance, repair and/or construction work on types of work to be included in this contract are as follows, but are not limited to: Repair and Construct Hot Mix Asphalt (HMA), Portland Cement Concrete (PCC) roads, parking lots, runways, taxiways and shoulders (including all associated site work and appearances such as curbs, gutters, sidewalks, etc.) Repair pavement, Repair PCC pavements, construct drainage structures, install and adjust utility ducts such as water valve cover to grade, manhole, replace electrical box, place pavement markings such as place traffic striping, remove paint install ceramic traffic buttons, reflective traffic markers, remove and place black paint, and miscellaneous items such as install, remove and replace traffic control signs, install asphalt speed tables, precast bumper block, urethane rubber system, aircraft mounting/grounding points, soil testing and install landscape rocks, pulverize and or replace 3" to 6" HMA pavement, reseal PCC poly-jet pavement joints as may be ordered by the Contracting Officer. During the contract period, 99th Civil Engineer Squadron will identify line item quantities required to complete specific jobs, and 99 CONS will issue individual task orders to the contractor to complete those jobs. The description of work will be identified in each individual task order and executed in accordance with the IDIQ Statement of Work. The awardee of any eventual contract will supply everything necessary to manage and accomplish each task order. Payment and or performance bonds will be required for each task order. It is anticipated that the performance period will be for three (3) years with an overall program value not to exceed $9,900,000 over a three-year period. Responses to this Sources Sought announcement are requested from a SBA-certified small business HUBZone firms. However, responses from other Small Business Administration program participants may be considered. A firm is considered small if their average annual receipts for the preceding three fiscal years were less than or equal to $39.5 Million. It is requested that interested parties respond to this notice and provide the following: INFORMATION [name, address, phone number, CAGE code, DUNS number]; INTEREST AS [e.g., prime contractor, teaming partner, joint venture, primary subcontractor]; STATUS [e.g., 8(a) [including graduation date], HUBZone-certified small business, Service-Disabled Veteran-Owned small business, small business, etc.]; CAPABILITY STATEMENT: Limited to 3 pages and no larger than 5 megabytes in size due to email size limitations. Interested firms must demonstrate a history of relevant construction experience with a primary focus on IDIQ type contracts (paving) and the ability to simultaneous perform multiple projects at different locations. Contracts/Projects shall have recent (within the last three years) performance history. Submitted contact/project information shall be identified by contract number, project title, dollar amount, and in what capacity (e.g., prime, subcontractor, etc.) performed. Additionally, interested parties shall identify the percentage of work the firm can commit to accomplishing with in-house labor (not subcontracted) Lastly interested parties shall confirm that they have a single contract award bonding capacity of $3,000,000 or more and an aggregate bonding capacity $9,900,000 or greater. STATEMENT OF WORK: Though not required, the Government is requesting constructive feedback of the draft Statement of Work to assist with providing a well-defined requriement that is better aligned with current industry standards. Individual TOs shall have an estimated magnitude of $10,000.00 to $5,000,000.00 The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
