As of August 21, 2025, this project is in the design phase. A contractor has not been selected yet. Construction is expected to begin in 2027. The successful consultant's team will provide a full range of civil engineering services necessary to produce final design and provides construction support. The consultant may conduct all work with their own staff, or partner with other firms and sub-consultants. The initial contract will be limited to project management, design services, and permitting.
