Site work and new construction of a municipal facility in Boone, North Carolina. Conceptual plans call for the construction of a municipal facility; and for site work for a municipal facility.
The scope of work includes but is not limited to: The selected firm will provide complete architectural and engineering services for the design of a new Town of Boone Public Works Facility. The project is currently proposed to be constructed on a 15+ acre site located along US Highway 421 in Boone, NC. The facility is to include offices for Public Works administration and operations staff as well as warehouse and garage space and laydown areas. The Architect/Engineer shall provide traditional basic architectural and engineering services including civil, structural, mechanical, plumbing, fire protection and electrical engineering services and other authorized special services (interior design, landscape design) appropriate to the project. The final scope of services, together with fees and expenses, will be included in the final executed agreement. The contracted services will include full and complete design services including site evaluation, building program identification and verification, schematic design, design development, construction documents including project specifications and project manual, cost estimating at each design phase, bidding services, construction administration/supervision/quality control, and project close-out. The consultant shall work with the Town Manager and Public Works Director and will be required to attend meetings of the Boone Town Council to discuss the project as necessary. The Town of Boone ("the Town"), located in Watauga County as the county seat, is home to 19,756 permanent residents, according to the 2022 U.S. Census Bureau Report. The main campus of Appalachian State University is located in the Town. During significant events hosted by Appalachian State University, such as football games or concerts, the population of the Town surges up to 50,000. The Town, as the largest municipality in Watauga County, serves residents and visitors of Watauga County as the business, medical, and shopping hub of the High Country. Through this Request for Qualifications (RFQ), the Town is soliciting Statements of Qualifications from qualified Architectural or Engineering (A/E) firms to provide design and construction administration services for a new Public Works Facility ("the Project"). The Town of Boone intends to construct a new Public Works Facility that will include administrative offices, maintenance garages, equipment storage, and other operations essential to the Town's infrastructure maintenance. The Town expects the selected firm and/or team of consultants to have design expertise and demonstrated experience in multi-purpose building types and demonstrated ability to successfully deliver similarly scoped projects. The project aims to provide a functional, sustainable, and cost-effective solution to the Town's growing needs. The Town in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. 2000d to 2000d-4) and the Regulations, hereby notifies all respondents that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit letters of interest (LOIs) in response to this advertisement and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. INSURANCE REQUIREMENTS: Except as provided below, any firm wishing to be considered must be properly registered and licensed, as appropriate and required under law, with the Office of the Secretary of State, the North Carolina Board of Examiners for Engineers and Surveyors, and/or the North Carolina Board of Architecture and Registered Interior Designers. Any firm proposing to use corporate subsidiaries or subcontractors must include a statement that these companies are properly registered and licensed. Individual engineers and architects performing work and/or in charge of work must be appropriately registered as Professional Engineers or Architects, as relevant, in the State of North Carolina and must have a good ethical and professional standing. It will be the responsibility of the selected private firm to verify the registration of any corporate subsidiary or subcontractor prior to submitting a Letter of Interest. Some of the services being solicited may not require a license. It is the responsibility of each firm to adhere to all laws of the State of North Carolina. The selected firm(s) will be required to furnish proof of Professional Liability insurance coverage in the minimum amount of $1,000,000.00. The Town reserves the right to require additional insurance depending on the nature of the agreement.
