Vegetative Waste Grinding Services. Contract Period/Renewal The initial contract period will be for one (1) year from date of award with the option to renew, at the City's sole discretion, for four (4) additional one (1) year periods. A contract extension, under the terms and conditions contained herein, may be considered for up to six (6) months following the end of the final one year renewal period upon mutual agreement of the City and Contractor. Method of Award The City will make a Primary and Secondary Award, based on the Total Bid to the lowest responsive and responsible Bidder. All questions submitted and answers provided shall be electronically distributed to bidders following this solicitation on the City's e-Procurement Portal received. The Recovery Operation Center receives vegetative debris, throughout the year. The material is separated by type, ground for mulch material or leaf compost. This contract will be to supplement on-going grinding operations, on an as needed basis, due to unforeseen circumstance such as volume, equipment failure, etc. Currently, approximately 13,000 cy of raw leaves and approximately 15,000 cy of vegetative brush material are on-site. Initially, brush material is ground, using a 6 - 8-inch screen, and a second 'grind' is conducted using 2-inch screens. Raw leaves are ground using 2-inch screens. The purpose of this Invitation for Bid (IFB) is to solicit bids to furnish/provide grinding services for brush, limbs, logs, and leaves. Upon a reasonable time request, the Contractor shall be responsible for mobilizing all needed equipment to grind brush and raw leaves at the Recovery Operation Center. The material shall be ground to the same specifications as when ground by the City. The Contractor shall be responsible for the segregation of processed mulch from compost from raw materials. The City reserves the right to reject any bid in whole or in part and to delete items before making an award when the City determines that any of the bid prices are significantly unbalanced to the potential detriment of the City and for other reasons when in the City's best interest.
