Union County Jail has served the inmates, and staff of Maynardville, Tennessee since being placed into service in 1976. It has been determined by several studies, the staff, and increasing inmate count of Maynardville that the existing building no longer meets the needs of the inmates and staff. Union County Government is the process of planning, designing and constructing a new jail. Union County Government, ("Owner") is soliciting proposals from experienced, innovative and competent consulting firms to develop plans and specification for a new jail in cooperation with the Union County Government's administration. Pre-submission inquiries concerning this RFQ may be submitted by email to the Purchasing Agent no later than September 12, 2024. Answers to pre-submission questions submitted may be distributed to all respondents in the form of a letter of addendum to this RFQ. Only a letter of addendum may change the requirements of this RFQ. Oral responses to questions made outside of the addendum shall not be considered binding. Union County Government reserves the right, however, to waive any procedural requirements outlined herein. Scope of Work: 1. Meet with staff and administrators to refine design ideas and choose the best property location 2. Develop a conceptual design and design development documents based on the needs for the jail and the jail operational knowledge of current administrators 3. Provide renderings of the building after the approval of design development documents, with said documents being compliant with federal, state and local laws, regulations and codes, including, but not limited to, the Americans with Disabilities Act ("ADA"); 4. Assist the Owner with developing, publishing and evaluating a Request for Proposals ("RFP") seeking a qualified Construction Manager under Title 49 of Tennessee Code Annotated, specifically offering input into the RFP document itself and any proposals submitted by potential Construction Managers. 5. Work with the Construction Manager to develop cost estimates of major building components to ensure design decisions are made in a manner that keeps the project within the budget. With the help of the Construction Manager, advise the Owner on decisions regarding construction materials and techniques and the effect on long term life/cycle cost; 6. Develop complete construction documents that clearly define the building and material used in the building construction; 7. Develop bidding documents, assist the Owner and Construction Manager in the solicitation of bids for the work from subcontractors, vendors and the like; and 8. During construction, provide contract administration between the Construction Manager and the Owner. Provide construction oversite with at least a weekly visit by an architect from the firm. Attend progress meetings as required. Revise contract documents to show as-built information provided by the Construction Manager. The method of Contractor Selection has not been Determined at this time. Project Summary: o The new facility will need to have between 160-175 beds o Classrooms o Sally Ports o Small Courtroom o Medical Office o Plenty of Storage o Prefer everything on one level, if possible o Final site selection hasn't been made, but there are three properties under consideration Anticipated Award Date: November 4, 2024
