City of Williston (City) is requesting qualifications for the financing, design and construction of the following Project ISP Fiber Network Financing. Design and Construction Statements of Qualifications (SOQs) for the financing, design and construction. The City of Williston is seeking a qualified firm to finance, design and build a City operated, maintained, and owned fiber-to-the-premises network. The City seeks a provider that can enable industry-leading broadband services with: 1. A network which serves all current City of Williston utility customers 2. A network which reliably meets or exceeds 1 Gbps download speed and 1 Gbps upload speed through a fiber-based network 3. System designed to 99.9% uptime . The ideal Responder must have the experience, knowledge and share the City's belief that high- speed internet is an essential service critical to success in the 21st century. Cone of Silence Responders are notified that this RFQ is subject to a "Cone of Silence." From the time of advertising and until the City Council approves an award, there is a prohibition on communication by Responders (or anyone on their behalf) with City's professional staff or Evaluation Committee members regarding this RFQ In addition to other penalties, violation of these provisions may render a Responder Non-Responsive and an award to a Responder Voidable. This does not apply to oral communications at pre-submittal conferences, oral presentations before evaluation committees, contract negotiations, public presentations made to the City Commission during any duly noticed public meeting, or communications in writing at any time with any City employee, official, or member of the City Commission regarding matters not concerning this RFQ.
