Project Title: FLETC Construction IDIQ Contract, Artesia, NM Solicitation Number: 70LART25RPFB00001 NOTE: A site visit will be held and an immediate response will be required of interested contractors to allow for base access processing. The details of the site visit including base access instructions and timeline are outlined in the solicitation package. The Government intends to secure services, labor, and material for construction, additions, alterations, maintenance, and repairs at the various buildings and structures at the Federal Law Enforcement Training Center, Artesia, New Mexico through the issuance of individual task orders under ONE Indefinite Delivery/ Indefinite Quantity (IDIQ) contract. The Contractor shall furnish, for the basic contract and each individual task order issued thereunder, all labor, transportation, materials, equipment, supervision, and quality control, necessary to perform the required construction, maintenance, and alterations. The contract duration will be a base period of 12 months with four 12-month option periods with an additional 6-month extension in accordance with FAR 52.217-8 to be exercised at the Government's discretion. The contract will have a guaranteed minimum of $50,000 with a maximum estimated value Not-to-Exceed $33,000,000 for the life of the contract. The estimated execution per year for planning purposes is approximately $6,000,000. This is for planning purposes only and is NOT guaranteed. Task Orders will typically range from $2,000 to $750,000 and may involve a variety of trades including but not limited to architectural, mechanical, civil, structural, roofing, demolition, electrical, environmental support, carpentry, roadwork, painting, plumbing, and masonry. The procurement will be solicited using trade-off methodology resulting in the Best Value to the Government as outlined in FAR Part 15. Tradeoffs will be made between the non-price factors and price. Non-price factors consist of Technical (Factor A Key Personnel and Factor B Management Approach) and Factor C Past Performance, which when combined, are approximately equal in weight to price. The Government contemplates award of ONE firm fixed price construction IDIQ contract resulting from this solicitation. Individual task order pricing will be based on pre-established prices contained in the most current R.S. Means Facility Construction Cost Data book, adjusted by the Roswell, NM City Cost Index multiplier, using the sum total of the bare costs for labor, material, and equipment. The contractor's coefficient shall be applied to the total of the adjusted bare costs. This requirement is a HUBZone small business set-aside; therefore, FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 15 percent (15%) of the cost of the contract, not including the cost of materials, with its own employees. It is the responsibility of interested parties to regularly check www.sam.gov for posting of the solicitation and its subsequent amendments (if applicable). The Government is anticipating significant subcontracting opportunities with this procurement. Pre-Proposal Inquires (PPIs) regarding this solicitation shall be submitted in writing to the Contracting Officer by e-mail at william.a.hilliard@fletc.dhs.gov. The Pre-Proposal Inquiry (PPI) form provided in Section J shall be used and should include sufficient detail to answer the question properly. The PPIs shall reference the SOW/Specification/Drawing section including the paragraph number as applicable. Verbal inquiries will not be accepted. Responses to PPIs will be provided by an Amendment posted on the www.sam.gov website. Inquiries must be submitted no later than 28 April 2025 at 10:00 AM (Local Time - Artesia, NM) to allow adequate time for written response prior to receipt of offerors. The Government may not respond to PPIs submitted late. 5 A Pre-Proposal Site Visit has been scheduled for 23 April 2025 at 10:00 AM (Local Time - Artesia, NM). Offerors who wish to inspect the proposed work site shall meet with the Government Representatives at the scheduled time and place. The site visit is not mandatory, but offerors are highly encouraged to attend. See Section L, Provision 52.236-27 Site Visit.
