Site work for a road / highway in Vista, California. Completed plans call for site work for a road / highway.

The City of Vista (City or Agency) is soliciting proposals from qualified design-builder entities (DB) for the THREE TRAFFIC SIGNALS PROJECT - CIP 8375, 8376 & 8377 (Project). The first traffic signal project is located at the intersection of S. Melrose Drive & Dawson Drive (CIP 8375). The second traffic signal project is located at the intersection of N. Melrose Drive & Ascot Drive (CIP 8377). The third traffic signal project is located at the intersection of E. Vista Way and Franklin Lane (CIP 8376). The three traffic signals constitute the Project, and every requirement and provision in this RFP always apply to the three traffic signals, which are to be completed as one project. The selected design-build team (DB) will provide the City with project management, engineering design, construction and construction management services for the Project. This Request for Proposals (RFP) includes a description of the Project, scope of services, proposal requirements, criteria for selection and other relevant information. Phase II Construction Contract Award (Tentative): June 24, 2025 Notice to Proceed with Construction: July 8, 2025 Construction Completed: November 28, 2025 Question Deadline 09/26/2024 at 4:00 PM PT All questions must be submitted by electronically. PROJECT DESCRIPTION AND SCOPE OF WORK The DB will design and construct three traffic signals, safety luminaires, fiber optic interconnect, raised median reconfiguration, ADA curb ramps, intersection asphalt repaving, signing & striping and temporary erosion control at three intersections. The first location is the intersection of S. Melrose Drive & Dawson Drive, which is a four-way intersection. The second location is the intersection at N. Melrose Drive & Ascot Drive, which is a three-way intersection. The third location is the intersection of E. Vista Way & Franklin Lane, which is a four-way intersection, with one of the legs of the intersection being a private commercial driveway. Please see detailed scope of work below. 5.1 Phase I - Design Scope of Work and Deliverables Phase I will result in the production of Construction Documents by the DB, signed and stamped by the engineering consultant for the Project. Phase I tasks are to include, but not be limited to, the following: A. Provide a Phase I Project schedule per Section 6.F below. All items in Phase I must be completed within 120 calendar days of the Contract Date. B. Perform a record search with the City and utility companies and show all existing utilities on the traffic signal design plans. C. Retain a professional surveying firm to horizontally and vertically perform site survey topography and supplemental survey for ADA improvements, intersection features, drainage facility needing replacement such as concrete cross gutters and spandrels, and locate (1) the public right of way for the intersections, (2) the existing overhead wires that may be in conflict with traffic signal/luminaire poles and mast arms, and (3) any vegetation or large trees that may be in conflict with traffic signal/luminaire poles and mast arms. D. Provide a conceptual, schematic 8.5 X 11 exhibit showing proposed signal phasing and signal indication layout. The intersection of S. Melrose Drive & Dawson Drive is a four-way intersection. The intersection of N. Melrose Drive & Ascot Drive is a three-way intersection. The intersection of E. Vista Way & Franklin Lane is a four-way intersection, with one of the legs of the intersection being a private commercial driveway. Traffic Signals to be constructed in that order if possible. Attachment A includes an aerial image of each intersection and pictures of the areas for reference.
