The Town of Bluffton, South Carolina (Town) is seeking proposals from interested and qualified firms with past, proven, positive experiences in providing splash pad cleaning and maintenance in accordance with South Carolina Department of Environmental Services (SCDES), formerly DHEC under a fixed price contract. The target start date for performing these services is October, 2024. The Town intends to award one contract to the firm that presents the proposal considered to be of the best value to the Town for a period of one (1) year with the option to renew for four (4) additional 1-year periods. At any time during the solicitation process, the Town of Bluffton reserves the right to refuse any and all sealed proposals and to waive any technicalities and formalities. The Town of Bluffton reserves the right to negotiate with all qualified Proposers. The Town may cancel this solicitation in part or in its entirety at any time during the solicitation process if it is in the Town's best interest to do so. Questions and inquiries regarding this solicitation shall be submitted no later than: 2:00 pm on Monday, September 16, 2024 Online. Acceptance / Rejection The Town reserves the right to accept or reject any or all proposals. The Town also reserves the right to waive any irregularities, informalities, or technicalities and may at its discretion, request a new solicitation. Receipt of a proposal does not indicate that the Town of Bluffton has pre-determined a company's qualifications to receive an award or contract. Such determination will be made after the opening and will be based on the Town's evaluation of the proposals compared to the specific requirements and qualifications of a firm as contained and described in this document. Scope of Work A. GENERAL REQUIREMENTS 1. The contractor shall provide timely and professional services in accordance with the requirements and provisions specified herein. 2. The Contractor shall work closely with the Town of Bluffton Public Services Division to assure quality splash pad feature maintenance. 3. The Contractor shall employ workers who are competent and properly trained to perform the required work. Employees of the Contractor shall not be considered employees of the Town of Bluffton. The Contractor cannot assign or subcontract any of the work specified herein. 4. The Contractor shall be available to meet with the South Carolina Department of Environmental Services (SEDES), formerly known as DHEC, when and if they request an inspection. 5. The Contractor shall be responsible for supervising the work to assure compliance with all requirements specified herein. B. SPLASH PAD MAINTENANCE: The Contractor shall be responsible for providing maintenance of the Oscar Frazier Park Splash Pad including the following: 1. SCDES-compliant cleaning services will be provided seven (7) times per week April through October when the splash pad is open to the public. 2. Cleaning services shall be provided two (2) times per week November through March while the splash pad is closed to the public. 3. Cleaning services shall be done in the morning and completed by 10:00am and shall include the following: a) Blow debris off the area immediately surrounding the splash pad and dispose of any small trash items found on site. Alert Public Services if any trash cans need to be emptied. b) Inspect systems for proper operation. c) Empty circulation pump basket and break down pump to clean impeller if necessary. d) Empty the feature pump basket and clean the screens on the return side of feature pump to help ensure proper operation of the spray feature nozzles. e) Check and balance the water chemistry to within SCDES guidelines, adjust chemical feeding system and provide routine maintenance, write chemical readings in on-site logbook daily, provide weekly cyratic acid level reading and provide the three necessary weekly COP signoffs. f) Empty surface skimmer within pit and make sure auto-fill device is working properly. g) Check the condition of all disposable parts. h) Adjust/clean fountain nozzles as necessary. i) Coordinate with the Town to drain and secure splash pad so it can be cleaned as necessary. j) Additional checks per day may be required to check and balance water chemistry due to time of year and use. Screens may need to be cleaned more than once per day due to use. Quote this service as a flat rate on the price sheet. k) Maintain proper water levels in the auto fill valves and make proper adjustments when necessary. l) See also attached Periodic Maintenance for Water Re-Circulation System checklist from the manufacturer. C. CHEMICALS 1. The Contractor shall be responsible for providing, delivering, and dispensing all routine chemicals as necessary to the water features in all maintenance areas. Such cost shall be included in the pricing. It is the Contractor's responsibility to manage any on-site inventory of chemicals that are required. 2. Routine chemicals used include but are not limited to the following: Liquid Chlorine, Muriatic Acid, Stabilizer, Chlorine Neutralizer, Soda Ash, Sodium Bicarbonate, Tri-Chlor Tablets. 3. Water chemicals shall be tested during scheduled maintenance visit and the appropriate chemicals shall be dispensed per the water requirements.
