The City of Rockland invites and welcomes proposals for their improvement project. Please take the time to carefully read and become familiar with the proposal requirements. All proposals submitted for consideration must be received by the time as specified above under the "RFP SUBMISSION DEADLINE." PROJECT AND LOCATION This proposal is being requested for improvements to the Rockland Breakwater Lighthouse, Rockland Maine. The Rockland Breakwater Lighthouse is located off of Samoset Road, Rockland, Maine. The lighthouse is accessible by walking a 650' long path which leads to a granite breakwater that is 4200' in length. No vehicle access is possible. The Rockland Breakwater lighthouse has a seasonal float and ramp that will be available for use. Transportation of equipment and crew will be provided to the successful bidder by the City of Rockland. The limit of the work will be the exterior slate roof and flashing, the wood sub roof and adjoining trim and siding as needed. All work and materials will comply with National Historic Preservation standards PROJECT COMPLETION DATE Project will be completed by December 15, 2024 DESCRIPTION OF WORK o Remove, with intent to reuse, all of the slate roof from the Rockland Breakwater Lighthouse o Copper, ring shanked nails will be used to attach the slate roof o Inspection, and repair where needed of wood sub roof o Installation of self-adhered roofing underlayment at all valleys, edges and where flashing is needed. Underlayment will be applied in all other areas PROPOSAL SELECTION CRITERIA Only those proposals received by the stated deadline will be considered. All proposals, submitted by the deadline, will be reviewed and evaluated based upon information provided in the submitted proposal. In addition, consideration will be given to cost and performance projections. Furthermore, the following criteria will be given considerable weight in the proposal selection process: o Bidder's alleged performance effectiveness of their proposal's solution regarding the Project Objective of completing described improvements. o Bidder's performance history and alleged ability to timely deliver proposed services. o Bidder's ability to provide and deliver qualified personnel having the knowledge and skills required to effectively and efficiently execute proposed services. o Overall cost effectiveness of the proposal. The City of Rockland shall reserve the right to cancel, suspend, and/or discontinue any proposal at any time they deem necessary or fit without obligation or notice to the proposing bidder/contractor.
