Reference Number 0000278170 Question Acceptance Deadline 27-Sep-2024 03:00:00 PM EDT 3.1 The Vendor shall supply and deliver a Rail Surface Measurement Tool. 3.2 General Requirements: (a) The tool must be capable of performing non-destructive testing, specifically designed for rail surface measurement to identify defects using the eddy current method. (b) The tool must be able to detect surface defects and abnormalities such as rolling contact fatigue (RCF), head checks, corrosion, spalling, shelling and other surface defects identified in the enclosed GO Transit Track Standards (GTTS). (c) The assessment data must include damage depth and frequency. (d) The tool must have the ability to scan both rails and provide the findings in a single pass, with at least 8 probes per rail (16 probes total). (e) With the number of probes proposed by the vendor, there should be enough head coverage for the tool to capture the entire rail head defects in a single pass. 3.3 Rail Compatibility: (a) Metrolinx owns different Rail Types (136RE, 132RE, 115RE) within the network as identified in Section 4 of GTTS. Also identified are the different manufacturers, hardness, compositions, etc. within the Section 4 of GTTS that Metrolinx utilizes. The tool must be able to capture the defects on all these rail types. (b) The tool must be compatible with all major rail profiles, identified in Appendix Q of GTTS. (c) Metrolinx utilizes standard gauges for all the network. The tool must be compatible to track gauges identified in Section 16.2 of GTTS. 3.4 Operational Requirements: ) The tool should be capable of operating for a minimum of 8 hours on a single charge. (b) The tool should support a testing speed of up to 2 m/s or 10 km/h depending on configuration. (c) The tool should have a minimum protection rating of IP65 to ensure it can withstand harsh environments. 3.5 Data Collection and Handling: (a) The tool must collect data on all surface defects identified above. The vendor shall include details on how the collected data will be analyzed and processed to identify areas requiring repair or maintenance to ensure safety and efficiency. (b) The tool must be capable of storing measurement data for at least 500 km of rail. (c) The vendor must provide options for post-assessment and data export in a user- friendly format. (d) The tool should come with a full set of accessories, including a flight case, additional battery packages, and an industrial laptop. (e) The vendor should include dedicated software for setting, testing, and viewing the test results, along with a cloud-based data management option compatible with Metrolinx IT Requirements. (f) The vendor must also include details regarding IT support for any problem solving or errors with the laptop, tool, software or any attachments. 3.6 Additional Features: (a) The tool must have durable components, such as specialized eddy current probes (ECPs) with wear-resistant protectors. (b) The tool should be lightweight to facilitate ease of use during extended testing periods. (c) The tool must be capable of measuring through switches and crossings. 3.7 Delivery (a) Delivery is to be made with minimum 48 hours' notice, at a scheduled time that is mutually acceptable to Metrolinx at: (i) Suite 600 (Mail Room)-20 Bay Street, Toronto, ON MSJ 2W3 Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
