The City of Monterey ("City") is seeking Statements of Qualifications (SOQs) from qualified firms or individuals to prepare a comprehensive Storm Drain Master Plan, hereinafter referred to as the "Master Plan" and an analysis of the fees charged by its established Stormwater Utility. The City is a charter city located in the County of Monterey. The City is approximately 8.5 square miles and is located on the shoreline of the Monterey Bay. The City was founded on June 3, 1770, and now has a population of 30,218 as of the 2020 census. Time is of the essence for this agreement. The proposal shall include a schedule to undertake the work program. The project is anticipated to start by February 2025 and be completed by June 2027 o Proposal evaluations: October 16 - 31, 2024 o Shortlist Interviews: November 1 - 8, 2024 o Negotiations: November 12 - 15, 2024 o City Council Award: December 3, 2024 o Notice to Proceed: February 2025 o Final presentation to City Council: Fall 2026 o Project completion & close-out: June 30, 2027 The City is responsible for maintaining adequate stormwater drainage systems. Stormwater drainage systems serve multiple purposes: conveying stormwater and urban runoff downstream; protecting property from flooding during high-flow storm events; protecting water quality by filtering pollutants from urban runoff; and sustaining wildlife. The system also serves to convey urban runoff from development such as irrigated landscape areas, driveways, and streets that flow into drainage facilities and, ultimately, to the Monterey Bay and Pacific Ocean. The City's stormwater system helps protect water quality, and open channels can support natural resources including wetland habitat. The long-term performance of the entire system is dependent upon ongoing and proper maintenance. The City's objective is to develop a Storm Water Rate Study and adopt a five-year schedule of stormwater rates. The City has not developed a detailed scope of work for this solicitation. The Statement of Qualifications should include the consultant's recommended approach. The final scope of work will be negotiated with the preferred consultant following a qualification-based selection process. The City makes no representations that any agreement will be awarded to any organization submitting a proposal. The City reserves the right to reject any and all proposals submitted in response to this request or any addenda thereto and may, in its discretion, reissue its Request for Proposals. The City also reserves the right to reject any sub consultant or individual working on a consultant team and to replace the sub consultant or individual with a mutually acceptable replacement.
