Given the building conversion aspect of existing buildings, the proposed scope shall be considered two (2) implementation plans: 1. Retro-commissioning (RCx) of existing buildings (~40) to identify the functionality and performance of the heating, ventilation and air conditioning systems, part of feedback to the Engineer of Record (EOR), incorporating applicable mechanical, electrical and control upgrades to accommodate the BCEC and support LEED. 2. New building commissioning of EHCP and building conversions equal to LEED BD&C v4.1 Option 1 Path 2. The CxA is not responsible for design concept, design criteria, compliance with codes, design or construction scheduling, cost estimating, or construction management. The CxA is expected to assist with the problem-solving and resolving non-conformance of deficiencies, but ultimately the responsibilities for design and construction reside with the Executive Design Professional and Contractor, respectively. The primary role of the CxA is to develop and coordinate the execution of a testing plan and observe and document performance, that is, determine whether systems are functioning in accordance with the Contract Documents. The Contractor will provide all tools or the use of tools to start checkout, and functionally test equipment and systems. The submittal shall include all design and construction phase commissioning services outlined in this RFQ. The successful firm will create commissioning specifications, review and comment on the product data submittals, and provide services from Schematic Design through the Construction Documents, construction, acceptance, and closeout/warranty phases, as well as enhanced commissioning services, meeting LEED requirements. At a minimum, the BCEC is expected to achieve LEED Gold certification. The University is also exploring alternate certification programs for some of the project elements. The University reserves the right to recommend changes and approve subconsultants to Capital Projects. Estimated Construction Cost: $200M-$600M The project is currently completing the Detailed Project Programming phase (DPP) for Phase 1 of the project. The Schematic Design phase is scheduled to start in July 2024. Construction of phase 1 is anticipated to start late 2025 - early 2026 and complete/commission in 2028/2029.
