The Owner reserves the right to reject all Proposals of Bidders. The Owner further reserves the right to reject the Proposal of any Bidder submitting a proposal that is not responsive to the bid document orthe Proposal of and Bidder, which is found not responsible for carrying out the scope and intent of the bid document. The Owner further reserves the right to reject any and all Proposals or award the contract in their best interest.
