Quarryville Connector to Enola Low Grade Trail. Question Deadline 09/27/2024 at 9:00 AM ET Deadline to submit Questions online. It is the responsibility of the bidder to deliver their bid prior to the time of opening. Upon request, bidder shall prove that they have liquid assets, available for the project upon which they are bidding in an amount equal to fifteen percentum (15%) of the first $100,000.00 of the amount of the bid plus ten percentum (10%) of the next $900,000.00 plus five percentum (5%) of the remainder of the bid. Each proposal must be accompanied by a copy of a certified check or bid bond payable to "Quarryville Borough", in an amount not less than Ten percent (10%) of the bid total. Only bonds from companies licensed to do business in the State where the Owner is located will be accepted and the bond shall so state same. Performance financial security and payment financial security, each in an amount equal to 100% of the contract price in form set forth in the bidding documents, and evidence of all required insurance as set forth in the bidding documents, must be furnished by the successful Bidder at the time set forth in the bidding documents. In the event that the successful Bidder proposes to furnish a lending institution letter of credit or a restrictive lending institution escrow account as performance and payment financial security rather than performance and payment surety bonds, the form and content of such alternative financial security must be in compliance with Pennsylvania law, fully protect the public and be approved by the Sponsor's solicitor. Notice is given that the project for which Bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, the Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under the provisions of said Act must be paid by contractors in connection with performance of the necessary work. Project Description: The project is for the construction of a 350-foot paved connector to the Enola Low Grade Trail situated in Quarryville Borough, Lancaster County, PA. Work will also involve roadway improvements along Lime Street, installation of E&S controls, construction of boulder and modular block walls, placement of signs and pavement markings, and various utility adjustments (fire hydrant relocation, water valve height adjustment, and manhole height adjustment). This project is funded, in part, with funds from the Department of Community and Economic Development Program Greenways, Trails and Recreation Program; the Department of Conservation of Natural Resources Community Conservation Partnership Program; and Lancaster County American Rescue Plan Act funds. All applicable funding program provisions, as further outlined in the bid documents (Attachment H), apply. No contract will be awarded to a bidder who is a foreign corporation or operating under a fictitious or assumed name unless they have complied or agreed to comply with the proper registration under the laws of this Commonwealth. This project DOES NOT require prequalification. However, the Sponsor may request certain information prior to award to ensure bidder is prepared to undertake the project. The requested information may include the following. On request, the bidder shall submit an experience and financial statement to the Sponsor. The statement shall be certified to be true and correct by an affidavit sworn to or affirmed before a notary public, or other officer empowered to administer oaths or affirmations. The Sponsor reserves the right to reject any or all bids, or parts thereof, as it may be deemed in the best interest of the Sponsor. The right is reserved by the Sponsor to reject at its discretion any or all bids or parts thereof. Proposals may be rejected if they show any omission, alterations of form, addition or deductions not called for, conditional or uninvited alternate bids, or irregularities of any kind. However, the Sponsor reserves the right to waive any defects or irregularities on proposals. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Estimated Contract Value: $450,000 - $650,000 An Erosion & Sedimentation Pollution Control (E&SPC) Plan for this project is currently being obtained for the proposed work. No physical work can begin until the Sponsor has received this approval. Maintain daytime bi-directional traffic on Lime Street using Pub. 213 PATA: 101-A, 102, 106, 107, or 108 unless approved in writing by Quarryville Borough a minimum of two (2) weeks in advance of restriction. Provide the approval to the Engineer two (2) weeks prior to the restriction. Nighttime and weekend lane restrictions are not allowed. If any prospective bidder on the proposed contract is in doubt as to the true meaning of any part of the plans, specifications or other proposed contract documents, they may submit to the Engineer of Record a written request for an interpretation thereof. Written requests must be submitted via PennBid's "Public Q&A" section. The deadline for submitting questions is 72 hours before the let date and time.
